This is a combined synopsis/solicitation for commercial items, specifically a Request for Quotation (RFQ) for calibration maintenance agreements for lab equipment, including balances, scales, and centrifuges, at the Food Safety and Inspection Service (FSIS) Western Lab. A separate written solicitation will not be issued.

• Firm fixed price maintenance agreement for calibration of balances, centrifuges, and related equipment.

• Services to be performed at the FSIS Western Lab.

• Anticipated contract award is a firm fixed priced standalone contract.

• Includes one (1) one-year base period and two (2) one-year option periods.

• Total contract duration shall not exceed three (3) years.

• Quotations are due by June 25th, 2026, at 12:00 PM Eastern Time.

• Offers must be submitted via email to eric.schnitzler@usda.gov using the format specified in the "C04_AttachmentB_Calibration_Pricing" spreadsheet.

• The offeror agrees to hold prices firm for 90 calendar days from the offer due date.

• Award will be made to the offeror representing the Lowest Price Technically Acceptable (LPTA).

• Evaluation factors include Price and Technical Acceptability.

• Past performance will also be considered.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide ISO 17025 calibration services for laboratory equipment used by the USDA Food Safety and Inspection Service (FSIS) Western Laboratory.

• Perform on-site calibration for 15 centrifuges, 26 balances, 3 microscopes, 5 shakers, and 3 can seam micrometers.

• Perform offsite calibration for 5 reference thermometers, including pickup and drop-off.

• Ensure all calibrations meet ISO/IEC 17025 standards.

• Adjust instruments if found out of tolerance.

• Provide documentation certifying performance and calibration, including standards used, environmental conditions, work details, technician name, and tolerance status.

• Apply labels to serviced equipment indicating technician, service date, next service date (365 days), model, and serial number.

• Calibrations must be performed in accordance with the ISO/IEC 17025 standard.

• Reference and working standards must be certified and traceable to the International System of Units.

• Calibration certificates must include specific details as outlined in the SOW.

• Location: USDA, FSIS, OPHS, Western Lab, 800 Buchanan Street, Albany, CA 94710.

• Lab Hours: Monday through Friday, 7:00 AM – 5:00 PM PST.

• Federal holidays observed.

• The equipment list is subject to modification during the agreement term; additions will be charged separately, and deletions will be prorated.

• Contractor personnel must provide arrival date/time and valid identification for facility access.

Form / Attachment / Pricing Sheet

This document is a pricing sheet detailing the costs for calibration services for various laboratory equipment.

• Sheet: ONSITE lists specific balances, centrifuges, shakers, microscopes, and can seam micrometers requiring "Accredited Calibration" on a "12 Months" cycle. It includes Manufacturer, Model, Serial Number, Asset ID, Description, and Quantity. Unit prices and total costs per year are to be filled in by the bidder.
• Sheet: Thermometers lists specific reference thermometers and probes requiring "Accredited Calibration" on a "24 Months" cycle. It includes Manufacturer, Model, Serial Number, Description, and Quantity. Unit prices and total costs per year are to be filled in by the bidder.

This document requires bidders to provide detailed pricing for the calibration of specific laboratory equipment. Bidders must complete the "Unit Price" and "Total" columns for each item listed on both the "ONSITE" and "Thermometers" sheets for Year 1, Year 2, and Year 3 (where applicable). This information is critical for proposal submission and evaluation.
