Quick Summary
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Digital Capabilities Contracting Center of Excellence (DC3oE), on behalf of the Department of War (DoW), Chief Digital and Artificial Intelligence Office (CDAO), is seeking innovative solutions for AI-Enabled Software Development Coding Capabilities. The goal is to equip DoW software developers with commercially available, state-of-the-art AI tools to accelerate and improve software delivery for national defense missions. This "Call for Solutions" may result in Firm-Fixed-Price (FFP) contracts under FAR Part 12 or Other Transaction (OT) agreements for prototype projects.
Scope of Work
The DoW is looking for AI-enabled software development coding tools and platforms deployable at an enterprise scale. Solutions should address one or both of the following modalities:
- IDE-Based Coding Assistance: AI-powered tools integrating into existing code editors (e.g., code completion, generation, inline chat, code review).
- CLI-Based Agentic Coding: AI-powered tools operating in the terminal for autonomous, multi-step coding tasks (e.g., generation, testing, debugging, refactoring).
Key Required Attributes include:
- Development Environment Integration: Support for IDE-based and/or CLI-based tools.
- Security and Compliance: Deployable in DoW Impact Level 5 (IL5) environments, capable of achieving FedRAMP High authorization and DISA IL5 Provisional Authorization (PA).
- Enterprise Deployment at Scale: Capable of deployment to tens of thousands of users across diverse environments.
- Data Handling: Customer source code and data must not be used for model training or retained beyond immediate processing.
- Enterprise Administration: Support centralized administration (SSO, user provisioning, policy controls).
- Commercial Maturity: Must be commercially available and actively used by enterprise customers.
Contract & Timeline
- Opportunity Type: Call for Solutions (Solicitation)
- Contract Vehicle: Intent to award FFP contracts (FAR Part 12) or OT for Prototype Projects.
- Set-Aside: None specified.
- Submission Deadline (Solution Brief): March 6, 2026, at 1400 EST.
- Questions Deadline: February 27, 2026, at 1:00 PM ET.
- Published Date: February 19, 2026.
Evaluation
The submission process is multi-phased, beginning with a Solution Brief, followed by an optional Pitch, and then a Solution Proposal. Phase 1 (Solution Brief) will be evaluated based on Technical Merit (primary), Schedule, and Viability.
Additional Notes
Vendors interested in submitting a Solution Brief must advise the Contracting Office via the Microsoft Forms link provided in the SAM.gov posting. Late submissions will not be evaluated. Attachment 1, the "Affirmation of Business Status Certification (ABSC)," is critical for all participating entities, especially for prototype projects, requiring prime offerors to explain compliance with 10 USC 4022(b)(d) regarding nontraditional defense contractors, small businesses, or cost-sharing. This Call for Solution is associated with an Army Open Solicitation (AOS) available on SAM.gov.
