This document, "APPENDIX A AFFIRMATION OF BUSINESS STATUS CERTIFICATION (ABSC)", is a certification form that must be completed by every significant participating entity for the opportunity. It requires the entity to provide its legal and business status information.

• Legal Entity Name, NAICS Code, SAM UEI No., CAGE Code, Tax Identification No., Address, POC Name/Title, POC Phone/e-mail
• Active SAM Registration status
• Business Status Certification: Entities must select one of the following:
  • A Nontraditional Defense Contractor (NDC)
  • A Nonprofit Research Institution (NRI)
  • A Traditional Defense Contractor
• Explanation for 10 USC 4022(b)(d) Participation: The Prime Offeror must explain how they are satisfying requirements related to the use of this authority, specifically if an NDC or NRI is participating to a "significant extent." This explanation should detail the NDC/NRI's contribution based on provided factors (e.g., supplying new technology, improving performance, reducing cost/schedule) and include the total estimated cost and percentage of NDC/NRI participation.
• Signature Block: Includes fields for Signature, Printed Name, Title, and Date.

This form is critical for all entities involved in the opportunity, especially the Prime Offeror. Bidders must accurately complete their entity's information and, if applicable, provide a detailed explanation of NDC/NRI participation to demonstrate compliance with specific contracting authorities. Failure to complete this form correctly may impact proposal eligibility or evaluation.

Solicitation / RFP / RFQ

This "Call for Solutions" (CFS) seeks integrated Command and Control (C2) systems for Infantry Squad Vehicles (ISVs). The government is interested in integrating these C2 systems onto ISVs to support unit exercises and drive demand, addressing a need identified during the Command and Control on the Move (C2 OTM) fielding.

• Deliver three (3) integrated prototypes to Aberdeen Proving Ground (APG) within four months after award.

• Prototypes to be integrated on two (2) ISV-squad and one (1) ISV-utility vehicles at the company's facilities.

• Integrate specified "B-kit" equipment into the vehicles.

• Systems must function "On the Move" and "At the Quick Halt (ATQH)".

• C2 systems must be dismountable by two soldiers and re-set up in under 30 minutes.

• Perform bonds and ground testing for electrical safety.

• Provide minimum 3 weeks of test support following delivery.

• Deliver a level 2 technical data package (IAW MIL-STD-31000C) within four months after award.

• The government intends to award an Other Transaction(s) (OT) for Prototype Project(s) or potentially a FAR Part 12, Firm-Fixed-Price (FFP) contract.

• The awarding instrument will be based on the maturity of the proposed solution.

• A prototype OT may lead to a non-competitive follow-on production contract or transaction.

• Phase 1: Solution Brief

  • Due Date: 8 APR 2026 at 1700 Eastern Daylight Time (EDT).
  • Content: High-level summary (max 5 pages or 15 slides) covering Solution Overview, Key Discriminators, Corporate Experience, High-Level Technology Solution/Concept, Company Viability, Affirmation of Business Status Certification, IP Statement, and OCI Analysis.
  • Evaluation Criteria (descending order of importance): Technical Merit, Schedule, and Viability.

• Phase 2: Pitch (Selected companies may be invited for live or virtual presentations/demonstrations).

• Phase 3: Solution Proposal (Detailed proposal for final evaluation).

• Questions Deadline: 30 MAR 2026 at 17:00 EDT. Responses will be provided via amendment.

• This Call for Solution will utilize Commercial Solutions Opening (CSO) procedures.

• Companies must possess a Unique Entity ID (UEI) and be registered in SAM.gov.

• Must accurately represent small business size and status.

• Must be determined responsible and not suspended or debarred.

• Must disclose any actual or potential Organizational Conflicts of Interest (OCIs).

• The Government reserves the right to award to all, some, or none of the companies who submit proposals.

• The Government reserves the right to limit the number of companies invited to Phase 2 and/or Phase 3.

• The Government reserves the right to cancel this Call at any time.

• Companies are responsible for monitoring SAM.gov for amendments and updates.
