• Authority to Operate (ATO): The Army desires existing ATO at the required Impact Level for the full proposed capability or existing ATO for core components that can be extended. The method for achieving ATO is dependent on specific circumstances.
• Decision Traceability: Expectations include capturing key decisions, linking them to relevant data and processes, and ensuring they are auditable throughout the lifecycle.
• Demonstration Fidelity: At the 6-month mark, solutions must be capable of testing and demonstration of funds tracking, spend plan, and management capabilities, deployable to Army-wide users. Integration with live systems is not explicitly required; representative or simulated datasets are acceptable.
• Rough Order of Magnitude (ROM): The ROM should be clear, well-documented, and demonstrate feasibility within a reasonable cost framework. All assumptions must be annotated and aligned with the technical solution. It should reflect a full enterprise deployment, not just a pilot.
• Hosting Model: The government's stated preference is for FedRAMP High or DoD IL5/IL6 authorizations. While not mandatory, FedRAMP High solutions may be found awardable. The government is seeking innovative solutions and has not prescribed a specific end-state solution or hosting model.
• Integration with Existing Systems: The proposed solution is not intended to replace or augment current systems. It must integrate with listed Army financial systems, including GFEBS, CPROBE, and IRMIS.
• Spend Plan System: Write-back capabilities are required for the Spend Plan system to support governed adjustments, allocations, or funding decisions back to source or downstream systems.
• Data Freshness: Data tracking frequency may vary, with near real-time or ad hoc updates acceptable depending on the data.

This "Call for Solutions" seeks a mature, commercially available financial management integration and analysis tool. The U.S. Army requires a solution to consolidate data from multiple existing financial systems, providing enhanced visibility, workflow management, and decision support across the program-to-budget-to-execution lifecycle. The primary challenge is the lack of seamless connection between programming decisions and budget formulation/execution, leading to limited visibility, manual processes, and difficulty in tracing financial decisions.

• Integrate data from existing Army financial systems (e.g., CPROBE, IRMIS, GFEBS, STANFINS).

• Resellers and academic research proposals are not desired.
