Quick Summary

The U.S. Army Contracting Command – Redstone Arsenal, on behalf of the U.S. Army Aviation and Missile Command (AMCOM), is seeking innovative solutions for Advanced Manufacturing Industrial 3D X-Ray and Computed Tomography (CT) Capability. This Call for Solutions, issued under Army Open Solicitation W9128Z-25-S-A002, aims to integrate this technology at Corpus Christi Army Depot (CCAD) to support aviation maintenance operations. Phase 1 Solution Briefs are due July 1, 2026, at 12:00 PM CDT.

Purpose & Need

AMCOM requires accelerated modernization of weapon systems through Advanced Manufacturing (AdvM) technologies to address supply chain challenges and enhance readiness. The immediate need is for Industrial 3D X-ray and CT Scan capability at CCAD to perform non-destructive testing (NDT) on large, high-density, and complex assemblies, ensuring OEM quality parts and meeting obsolescence requirements.

Scope of Work & Key Requirements

The requirement is for a large-format, high-resolution Industrial 3D X-Ray and CT system capable of scanning large, high-density, and complex assemblies. Key features include:

  • System: Robust scanning envelope, heavy-duty manipulator, high-energy X-ray source (up to 450 kV) with micro/mini-focus, high-resolution digital detector array (DDA) or linear diode array (LDA).
  • Capabilities: Advanced scanning modalities (helical, multi-image stitching, sub-pixel resolution enhancement), DICONDE-compliant software for 3D reconstruction, dimensional metrology, and defect recognition.
  • Hardware: Modular, expanding, heavy-duty, walk-in, shielded radiation cabinet/enclosure with automated doors and safety cameras.
  • Performance: Minimum 5,000 lbs part weight capacity; minimum 43 inches (horizontal) x 50 inches (vertical) scanning envelope with full 360-degree rotation.
  • Software: Autonomous Automated Defect Recognition (ADR) algorithms, compatibility with military CAD formats (STEP, IGES), and integration with Army logistics/MRO tracking databases (GCSS-Army).
  • Origin: Offered solutions must be produced in the continental United States.
  • Turnkey Solution: Includes installation at CCAD, ancillary equipment, facility transformers, and site acceptance testing (SAT).
  • Support: Extended warranty (minimum 2 years beyond included 1 year, totaling 3 years) and preventative maintenance (minimum 2 years beyond included 1 year, totaling 3 years).
  • Training: On-site training for up to four (4) CCAD personnel (ASNT-aligned).
  • Compliance: Documentation confirming Anti-Terrorism and Operational Security (AT/OPSEC) compliance.

Contract Details

  • Awarding Instrument: Firm-Fixed-Price (FFP) contract(s) under FAR Part 12.
  • Contract Type: Commercial Solutions Opening (CSO) procedures will be utilized. This may result in FAR contracts or non-FAR agreements (Other Transaction - OT).
  • Set-Aside: None specified.

Submission & Evaluation

  • Process: Up to three phases: Solution Brief, Pitch (optional), and Solution Proposal.
  • Phase 1 Submission: Solution Brief (maximum 5 pages or 15 slides) due July 1, 2026, at 12:00 PM Central Daylight Time (CDT).
  • Questions Deadline: For Phase 1, questions are due June 24, 2026, at 12:00 PM CDT. Questions should be submitted via email with the subject line: "Call for Solution – Advanced Manufacturing Industrial 3D X-Ray and Computed Tomography (CT) Capability / W9128Z-25-S-A002 (Question regarding section #)".
  • Evaluation Factors (descending order of importance): Technical Merit and Relevance, Innovation and Uniqueness, Company Viability, Price and Affordability.
  • Eligibility: Offerors must possess a Unique Entity ID (UEI) and be registered in SAM.gov, be responsible, and disclose any Organizational Conflicts of Interest (OCI).

Additional Notes

The Government reserves the right to make multiple awards, a single award, or no award. Offerors are responsible for monitoring SAM.gov for amendments. Solution briefs will be valid for 180 calendar days. Artificial Intelligence (AI) tools may be used during evaluations.
