The requirement is for U.S. flag tug services to provide harbor support and ship handling, including:

  • Pilot and Government personnel transfer.
  • Emergency support (e.g., weather threats, fires, vessels aground, oil spills).
  • Line handling and providing personnel for aboard a tow.
  • Services must be available 24/7, including holidays.

Performance Standards

  • Two-hour notification time for tugs (Type A and B) and standby tugs.
