Quick Summary

The Department of the Army has issued a Call to Industry: Commercial Software RFI to identify and engage with commercial companies providing enterprise software solutions. The Army aims to establish a single IDIQ contract vehicle to streamline procurement, reduce administrative costs, and ensure efficient spending on commercial software for warfighters. This RFI is continuously open, with an overall response period extending until April 15, 2028.

Purpose & Scope

The Army is leveraging existing enterprise contracts and actively seeking to identify and engage additional commercial companies to further enhance Army enterprise capabilities. The objective is to establish a single IDIQ contract vehicle for all future needs, avoiding the complexities and overhead of multiple individual contracts. This strategic sourcing approach through company direct enterprise contracts helps ensure users are not overbuying or duplicating purchases unnecessarily, ensuring efficient spending and accelerating the delivery of proven commercial software to warfighters. This method reduces administrative costs through volume-based buying while also removing contract and reseller passthrough fees, ultimately strengthening military readiness, improving operational efficiency, and delivering substantial cost savings.

Response Guidelines

Interested vendors are requested to respond by addressing the following:

  • Are you currently selling your commercial product to the government through multiple contracts/transactions (sub or prime, reseller partnerships, or other indirect methods)?
  • If yes, provide a list of contract/agreement numbers (including credit card transactions) in Attachment 1.

Responses must include the following on the cover page:

  • Company Name and Address
  • Company Web Page
  • Points of Contact and Contact Information
  • Other Corporate Information

Important Notes

This RFI is for informational and planning purposes only and is not a solicitation or a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered proposals, nor will any award be made as a result of this request. The Government does not intend to reimburse respondents for any costs associated with their submissions. Proprietary information and trade secrets, if any, must be clearly marked. All submissions become Government property and will not be returned. For RFI-specific inquiries, contact Kirsten Vickers via email at usarmy.apg.acc.mbx.dc3oe-mailbox@army.mil.
