Request for Information (RFI)

This RFI is issued by the 502D Contracting Squadron for market research purposes to identify contractors capable of and interested in providing Camera Security System Services. The services are for Buildings 10251, 10253, 10255, 10261, 10263, and 10265 at Joint Base San Antonio (JBSA) Lackland. The government may use the responses for planning purposes. All information provided is voluntary.

• Scope: Camera Security System Services for specific buildings at JBSA Lackland.

• Reference Documents: A "draft" Statement of Work (SOW) dated 26 January 2026, Building Layouts, and Salient Characteristics for Camera Security Systems are attached.

• Voluntary Nature: This RFI is strictly voluntary and not a Request for Quotation (RFQ) or a solicitation.

• No Pricing: Do not submit pricing information.

• Questions: Bidders are asked to answer specific questions regarding their interest, capability, estimated delivery time, small business status, prior military supply experience, sourcing of items, and pricing basis (GSA or Open Market).

• Response Method: Submit completed RFI via email to parie.reynolds@us.af.mil.

• Deadline: Responses must be received no later than Tuesday, 3 February 2026, at 4:00 p.m. Central Daylight Time (CDT).

• No Solicitation: This RFI does not guarantee a future solicitation, and responses do not add vendors to a prospective bidders list.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove existing security monitor systems and install new, stand-alone network security camera systems in multiple buildings at Joint Base San Antonio (JBSA) Lackland, TX.

• Replace 219 existing cameras with 222 new High-Definition Transport Video (TVI) cameras.

• Install cameras in Buildings 10251, 10253, 10255, 10261, 10263, and 10265.

• Ensure the system is stand-alone and does not connect to the Air Force network.

• No classified or sensitive data is to be used with the system.

• Install new racks for PoE+ switches and uninterruptible power supplies (UPS) in server rooms.

• Install new CAT6 lines for camera inputs and convert connections to Power over Ethernet (PoE).

• Replace three workstations and eight 43-inch LED monitors in Building 10253/Rm 113.

• Install four Network Video Recorders (NVRs) capable of 24/7/365 recording for at least 30 days.

• Provide training on system use, backup, and camera operation.

• All cameras must be capable of seeing in low/no light conditions.

• Outside cameras must have all-weather protective shells.

• Video feeds must be stored for a minimum of 30 days.

• The work is to be performed at JBSA Lackland, TX.

• Work hours are Monday through Friday, 7:30 AM to 4:30 PM Central Time, with potential for extended hours or weekend work at the Government's option.

• All cabling projects must meet commercial industry and Telecommunications Systems Cabling Standards (13A Standards and UFC 3-580-1).

• Contractor must comply with JBSA-Lackland AFB Post Fire Regulations.

• Maintain work areas in a neat, clean, and safe condition, including daily removal of trash and debris.

• Adhere to energy conservation practices.

• No changes or deviations from the scope without a modification.

• Manage all data according to Air Force Records Management procedures.

• Final inspection and acceptance by Mr. Timothy Donelson.
