This document provides clarifications and answers to vendor questions regarding the solicitation.

• Subcontracting/Partnering: Subcontracting or partnering with local rental providers is permitted but subject to review and is limited. The Prime contractor remains responsible.
• Insurance: The customer will not provide insurance for the rental equipment.
• On-site Maintenance: Inspection of equipment is required at drop-off and pick-up by the contractor. No ongoing on-site maintenance is specified.
• Fuel Costs: Equipment will be delivered with full tanks. Fuel will not need to be provided by the contractor during the rental period.
• Delivery Times: Specific delivery time windows will be arranged by the awarded contractor by contacting the POC per the PWS after award.
• Staging/Storage: A designated staging or storage area will not be provided by the government; arrangements will be made by contacting the POC per the PWS after award.
• Past Performance: Refer to "Instructions to Offerors 1.3 Past Performance evaluation factors" for requirements.
• Budget/Pricing: No estimated budget or historical pricing is available.

These clarifications address specific vendor inquiries and do not appear to alter major requirements, due dates, or submission rules, but bidders should incorporate this information into their understanding of the requirements and proposal preparation.

Solicitation / RFP / RFQ

This solicitation seeks proposals for golf cart rental services at Camp Perry, Ohio. The government is procuring rental services for golf carts to support operations in the Port Clinton (Camp Perry), Ohio area.

• Item 0001: 6 each - Two (2) passenger golf carts with cargo box. Carts must be gasoline engine equipped with headlights, tail lights, roof, and fold-down windshield.

• Item 0002: 14 each - Six (6) passenger golf carts. Carts must be gasoline engine equipped with headlights, tail lights, roof, and fold-down windshield.

• Specifications: Carts must be gas-powered (gasoline engine), have a sun canopy top, fold-down windshield, headlights, and tail lights.

• Delivery: Delivery (drop-off) by July 6, 2026. On-site setup at Camp Perry is required.

• Pick-up: Pick-up by August 12, 2026.

• Repairs: Vendor must provide same-day diagnosis and repair, or a substitute golf cart the next day.

• Contract Type: Firm-Fixed-Price (FFP) contract.

• Period of Performance: Delivery from July 6, 2026, to August 12, 2026.

• Submission: Quotes are to be submitted via email to the Contract Officer, Alan J. Cooper (alan.j.cooper8.civ@army.mil).

• Questions: Written questions must be submitted via email to the Contract Officer and must be received within seven days of the RFQ closing date to ensure a response.

• Evaluation Factors: Offers will be evaluated based on Past Performance and Price. The contract will be awarded to the responsible offeror whose quote is most advantageous to the Government.

• Set-Aside: This acquisition is a 100% Small Business Set-Aside.

• NAICS Code: 532284

• Registration: Offerors must be registered in the System for Award Management (SAM).

• Eligibility: Offerors must not appear on the Excluded Parties List System (EPLS) and must be eligible to receive an award. SDVOSB certification is required via veterans.certify.sba.gov.

• The Service Contract Act is applicable, and current prevailing wage determinations are included.

• All information, including amendments, will be posted on SAM.gov.

Performance Work Statement (PWS)

This PWS outlines the requirements for the rental of golf carts for the National Matches in Port Clinton (Camp Perry), Ohio.

• Provide 6 each 2-passenger golf carts with cargo boxes and 14 each 6-passenger golf carts.

• All golf carts must be gas-powered, equipped with a sun canopy top, fold-down windshield, headlights, and taillights.

• Deliver and set up all golf carts by July 6, 2026.

• Pick up all golf carts on August 12, 2026.

• Deliveries and pick-ups are to be scheduled with Camp Perry, Monday through Friday, 8:00 AM to 3:00 PM local time.

• Location for delivery and pick-up: Camp Perry Joint Training Center, 1000 Lawrence Rd, Building 3300, Port Clinton, OH 43452.

• Vendor must provide same-day diagnosis and repair for any issues, or provide a similar substitute golf cart the next day.

• Contractor is responsible for damages to government property during delivery or pick-up.

• The OHARNG will not be charged for additional rental fees if the contractor fails to pick up the golf carts on the contracted date.

• All delivered golf carts must be in good working order with all safety features intact and functional.

• Same-day diagnosis and repair or next-day substitute for defective golf carts.

• Delivery (drop off) date: July 6, 2026

• Return (pick up) date: August 12, 2026

• Place of Performance: Port Clinton (Camp Perry), Ohio

• Contractor must safeguard all Government property during delivery and pick up.

• Contractor shall designate a Contract Manager (CM) with full authority to act on all contract matters.

• Contractor employees requiring access to controlled access National Guard installations must complete AT Level I and OPSEC Awareness training and submit certificates of completion.

• All contractor labor hours must be reported via the Contractor Manpower Reporting Application (CMRA) at http://www.ecmra.mil/.

• Invoices must be submitted via Wide Area Workflow (WAWF) for payment.

Wage Determination

This document is a Wage Determination issued under the Service Contract Act, establishing minimum wage rates and fringe benefits for various occupations in Portage and Summit Counties, Ohio. It is revision number 27, with the last revision date of December 3, 2025.

• Minimum Wage Rates: The document lists specific minimum hourly wage rates for a wide range of occupations, categorized by occupational groups (e.g., Administrative Support, Automotive Service, Health Occupations, Information Technology).

• Executive Order 13706 (Paid Sick Leave): Applies to contracts awarded on or after January 1, 2017. Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually, for employee illness, injury, or related needs.

• Executive Order 13658 (Minimum Wage): Applies to contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed/extended after Jan 30, 2022). Requires a minimum wage of at least $13.30 per hour (or the applicable rate listed on the wage determination, if higher).
