• Item Discovery: Immediate notification to the POC is sufficient if sensitive items are found in laundry bags.

• Laundry Bags: Bags will be pre-labeled by CAF, but the Contractor may add temporary internal identification.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products/services for Canadian Laundry Services at Fort Riley, KS. It is a Firm Fixed Price (FFP) request for quote (RFQ) competed as a Total Small Business set-aside.

• Provide pick-up/drop-off laundry services three (3) times a week for 371 members of the Department of National Defense (DND) of Canada temporarily stationed at Fort Riley, KS.

• Service period: 01 March 2026 to 31 March 2026.

• Process up to 1113 bags of laundry per week.

• Laundry services must include washing, drying, and disinfecting of uniforms, clothing items, blankets, linen, and laundry bags.

• Items must be returned in the original bags, completely dry, and free of moisture.

• Turnaround time for laundry services is up to 48 hours.

• Contractor must ensure washed items maintain their original appearance, minimizing fading, wrinkling, and shrinking. Spots and stains are to be removed where practical without damaging fabric.

• Laundry bags must be dropped off at the pick-up point labeled "clean."

• Contractor is obligated to minimize lost, stolen, and damaged items and establish a lost-and-found procedure.

• Pick-up and delivery will take place at Fort Riley, KS, three times per week (Monday, Wednesday, Friday). The specific location will be disclosed at contract award.

• Contract type: Firm Fixed Price (FFP).

• Period of Performance: 01 March 2026 to 31 March 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for providing laundry services to 371 members of the Department of National Defense (DND) of Canada temporarily stationed at Fort Riley, Kansas.

• Provide laundry services including washing, drying, and disinfecting of uniforms, clothing items, blankets, linen, and laundry bags.

• Process up to 1113 bags of laundry per week.

• Items must be returned in their original bags, completely dry and free of moisture.

• Minimize fading, wrinkling, and shrinking; remove spots and stains where practical without damaging fabric.

• Establish a lost-and-found procedure for lost items.

• Laundry facility must be located off-site, within 100km (62 miles) of Fort Riley, Kansas.

• Vehicles used must be clean and have a fully enclosed cargo hull.

• Contractor must operate 24 hours a day, 6 days a week to meet turnaround times.

• Period: 01 – 31 MAR 26.

• Pick-up and delivery will take place at Fort Riley, Kansas, three times per week (Monday, Wednesday, Friday).

• Pick-up/drop-off location to be determined at contract award.

• Contractor must be cleared for entry onto Fort Riley, Kansas.

• Contractor must comply with all applicable laws and regulations, including OSHA and Army regulations.

• Contractor must develop and submit a Quality Control Plan (CQCP).

• Contractor and employees must comply with Anti-Terrorism/Operations Security (AT/OPSEC) requirements, including background checks and specific training (iWATCH/iSALUTE, AT Level 1, OPSEC).

• Work is generally limited to 0800-1600 hours, Monday through Friday, unless prior written approval is obtained.

• U.S. holidays occurring during the workweek are not to be worked.
