• Data Availability: Historical spending data is available on the SmartPay website. Other specific details regarding spending limits, funding, user roles, system integration, reporting, security, and implementation timelines will be provided if or when a solicitation is issued.

Request for Information (RFI) / Market Research

This RFI seeks market research for the potential development of a pilot project for innovative charge card and commercial payment platforms. The General Services Administration (GSA) Center for Charge Card Management (CCCM) is conducting this research under GSAM Part 571 - Pilot Program For Innovative Commercial Products and Commercial Services (CSO). The pilot project aims to assess the feasibility of a platform leveraging commercial best practices, integrated technology, and enhanced spend management tools. The total contract value will not exceed $25 million. The pilot may include GSA purchase, travel, and fleet cards/accounts, and potentially inter-governmental transactions.

• Market Research Focus: GSA is interested in understanding how companies identify and pursue new business opportunities, particularly outside the government.

• Specific Questions: Bidders are asked about their search methods for new business, decision-making factors, and valuable resources. They are also asked about their interest in competing for the pilot project and any potential risks.

• Capabilities: Bidders should provide input on how their products/services can deliver outcomes similar to the GSA SmartPay 3 master contract, identify risks to the current GSA SmartPay 3 program, and propose solutions. They should also provide a sample implementation timeline.
