Purpose & Scope of Work

- Proposal Requirements: Proposals are subject to a 50-page limit, which is inclusive of the cover page, table of contents, glossary, and any attachments. Canine certifications are required to be submitted with the proposal. The technical proposal should not include price information.
- Evaluation: Award will be made to the responsible offeror whose proposal is technically acceptable and has the lowest evaluated price (LPTA). Evaluation factors include Technical Approach (rated Acceptable or Unacceptable), Price, and Past Performance.
- Eligibility: Offerors must be registered and current in the System for Award Management (SAM) database (www.sam.gov) at the time of offer. The prime contractor or a licensed subcontractor performing canine handling can satisfy the Texas Private Security Investigation Company license and handler PI licenses requirement.
