Statement of Work (SOW)

To provide commercial kennel facilities and services for the U.S. Customs and Border Protection (CBP) Canine Enforcement Program.

• Provide all labor, materials, supervision, and facilities for kenneling CBP canines.

• Ensure only authorized personnel access CBP dogs.

• Clean kennels daily and maintain a safe and sanitary condition.

• A Contracting Officer Representative (COR) will monitor performance.

• Kennels must be quiet, secure, and conducive to canine rest.

• Indoor runs are preferred for protection from elements and stimuli.

• Each kennel run must house only one canine.

• Facility must provide adequate shade, fresh air, water, exercise, and protection from weather and unauthorized personnel.

• Floors must be concrete, sloped for drainage, and non-skid.

• Outside runs require specific dimensions, raised sleeping platforms/doghouses, shade, and security fencing.

• Indoor runs require specific ventilation and temperature control (50-85 degrees F).

• Daily disinfection of runs and sleeping areas with approved disinfectants.

• Food and water utensils to be cleaned daily.

• Food to be stored in rodent-proof containers.

• Potable hot and cold running water required.

• No self-waterers permitted.

• Vendor must observe dogs for signs of illness, injury, or distress and report immediately.

• Flea and tick prevention program required.

• Regular, preventative flea and tick treatment conducted by a professional exterminator.

• Services provided at the contractor's kennel facility located no further than twenty (20) miles from the CBP canine's port/work site within the United States.

• Period of performance: Base year plus four (4) option years.

• Vendor must provide a bathing utility and facility.

• Outdoor areas must be kept clean and free from debris.

• Vendor must have a written plan for handling escaped dogs.

• Vendor must have a plan for emergency procedures, including fire extinguishers and smoke detectors.

• Vendor must have business insurance as required by law.

• Vendor must have a safety contingency plan for high-risk and contagious kennel diseases.

• Vendor must provide a separate invoice monthly.

• Vendor must make parking spaces available on facility grounds.

• Access to CBP canines is limited to technically qualified CBP Canine Handlers and Supervisors.
