Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing labor, personnel, equipment, tools, materials, vehicles, supervision, and services necessary to perform inspection, cleaning, and maintenance for the designated equipment and facility components of two Small Arms Firing Ranges (SAFR) at Cannon Air Force Base (CAFB), New Mexico. This includes the 27 Special Operations Security Forces Squadron (SOSFS) Combat Arms Training and Maintenance (CATM) facility and the 26 Special Tactics Squadron (STS) CATM.

• Quarterly Inspection, Cleaning, and Maintenance: Covers the Bullet Trap, Dust Collection Unit (DCU) (STS Only), Heating, Ventilation, Air Conditioning (HVAC), and the Range Safety Officer/Control Booth at each range.

• SOSFS CATM Facility: Includes a control booth, 28 firing positions, a bullet trap system, and HVAC.

• STS CATM Facility: Includes a control booth, 7 firing positions, a bullet trap system, a dust collection unit (DCU), and HVAC.

• Specific Tasks: Lead dust and fragment removal, cleaning of floors, glass, walls, countertops, firing point areas, range floors, bullet trap systems, HVAC systems, and dust collection units.

• Preventative Maintenance Inspection (PMI) Program: To prevent deficiencies and extend component service life.

• Unscheduled Maintenance and Repair: Procedures for identifying and addressing deficiencies.

• Services must be performed in accordance with manufacturers' specifications and all applicable Federal, State, and Local laws and regulations (including OSHA and EPA).

• Performance Objectives (POs) include cleaning/maintenance, PMI program, unscheduled maintenance/repairs, and deliverables, with a threshold of "no more than one discrepancy per service."

• Quality Control Program required to identify, prevent, and ensure non-recurrence of defective services.

• Performance will be assessed through periodic surveillance and customer complaints.

• Services are to be performed at Cannon Air Force Base, New Mexico.

• Hours of Operation: Monday-Friday, 0700-1600, with potential deviations requiring COR approval.

• Use of environmentally friendly cleaning solutions approved by EPA and CAFB.

• Compliance with all Federal, State, and Local laws and regulations concerning Hazardous Materials (HM) and Hazardous Wastes (HW).

• Contractor must provide a Contract Manager available via telephone within two hours.

• Contractor personnel must comply with base access and identification procedures.

• No weapons, firearms, or ammunition are permitted on base.

• Government furnished facilities, utilities, security, fire, and medical services are provided. No government furnished supplies or equipment.

This notice is for market research purposes to determine the availability and capability of qualified businesses, particularly small businesses, to provide Small Arms Firing Range (SAFR) cleaning and maintenance services at Cannon Air Force Base (CAFB), New Mexico.

Anticipated NAICS Code: 562910 - Remediation Services. Small Business Size Standard: $25M.

The contractor will provide personnel, equipment, materials, and supervision for inspection, cleaning, and maintenance of two SAFRs. Key tasks include:

• Quarterly Cleaning: Deep cleaning and maintenance on a quarterly schedule.
• Lead & Debris Removal: Cleaning and removal of lead dust, bullet fragments, and other debris from range surfaces, control booths, firing points, and bullet trap systems.
• Bullet Trap Maintenance: Emptying canisters, inspecting for damage, and cleaning deceleration chambers.
• HVAC & DCU Servicing: Inspecting and replacing specialized filters for range HVAC and the STS Dust Collection Unit (DCU).
• Hazardous Waste Handling: Safely containerizing hazardous waste for disposal.
• Unscheduled Maintenance: Providing diagnostic and repair services for equipment deficiencies.

All work must comply with manufacturer specifications and applicable environmental and safety regulations.

Anticipated one-year base period with four (4) one-year option periods.

Vendors are requested to submit a capability statement (not to exceed 10 pages) including:

• Company Information (name, address, POC, CAGE code, UEI).

• Business Size Status (Small Business, 8(a), HUBZone, etc.) under NAICS 562910.

• Technical Capability overview, focusing on lead remediation and safety protocols.

• Relevant Experience: List of 2-5 recent contracts (last 3 years) of similar scope, size, and complexity.

• Rough Order of Magnitude (ROM) Estimate: Non-binding estimate broken down by cleaning, labor, consumables, and travel.
