Scope of Work
The requirement is for the manufacture, inspection, testing, and delivery of two items:
- M11 Blasting Cap (DODIC ML47, NSN 1375-01-576-5213): A non-electric cap with a 30-foot shock tube, coiled in a Figure "8" configuration, with a non-electric, non-delay blasting cap. Key components include a standard shock tube (0.118 +/- 0.006 inches diameter) and a blasting cap with RDX and Lead Azide. It can be initiated via igniter, shock tube wall, or J-Hook.
- M14 Blasting Cap (DODIC MN06, NSN 1375-01-567-5534): A non-electric cap with approximately 7.5-foot M700 Time Blasting Fuse, coiled in a Figure "0" configuration, with a non-electric, non-delay blasting cap. It provides a 5-minute plus 45-second delay. The M700 fuse burns at ~40 seconds per foot. The blasting cap also contains RDX and Lead Azide.
Required capabilities include shock tube manufacture, time fuse manufacture, blasting cap cup manufacture, explosive/pyrotechnic processing, loading and handling, and Load Assemble Pack (LAP) of final products. First Article Testing (FAT) and Conformance/Lot Acceptance Testing (LAT) will be required. Respondents must possess or demonstrate the ability to timely obtain necessary resources.

Submission Requirements
Interested companies should provide:

- Summary of capabilities (facilities, personnel, quality system, relevant manufacturing experience).
- Feasibility/alternatives for preferred lead times (270 days for FAT, 365 days for production deliveries).
- Rough Order of Magnitude (ROM) prices for FY27 production (10,000 units) and FAT samples.
- Minimum/maximum monthly production quantities and available capacity.
- History of producing these items (when, customer, rate, contract numbers).
- Assumptions, recommendations, and useful information for a potential RFP.
- Minimum stand-alone order quantity for initial and follow-on orders.
- Minimum, preferred, and maximum monthly delivery rates, identifying subcontractor capacity restraints.
- Identification of components/materials subject to price volatility/scarcity and mitigation strategies.
Technical Data Packages (TDPs)
Uncertified TDPs are available upon request through the contracting POC. To obtain them, submit a certified DD Form 2345, a completed AMSTA-AR Form 1350, and a fully executed Non-Disclosure and Non-Use Agreement. TDPs must be destroyed upon market survey closure.
