This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures under FAR 13. The Portsmouth Naval Shipyard is seeking qualified sources to provide cap screws. This announcement is the only solicitation, and paper copies will not be issued. A reverse auction may be held.

• Provision of cap screws as detailed in the RFQ form attachment.

• Vendors must list the country of origin for each line item.

• Freight costs must be included in pricing quotes.

• Offerors must complete and include provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019.

• Small business joint venture offerors must submit specific representations.

• This requirement is processed as a 100% Small Business Set-Aside.

• The evaluation will be based on the lowest price technically acceptable (LPTA) criteria.

• Potential contractors will be screened for responsibility per FAR 9.104.

• The award will be made on an "All or None" basis.

• Place of Manufacture / Country of Origin is required.

• Use the RFQ form attachment for pricing.

• The solicitation closes at 10:00 AM EST on April 20th, 2026.

• Quotes must include price(s), FOB point, point of contact (name and phone number), GSA contract number (if applicable), business size, and payment preference (GCPC or WAWF).

• Government payment terms are Net 30 Days AFTER acceptance of material.

• 100% Small Business Set-Aside.

• Offerors must be registered in the System for Award Management (SAM).

This is a Request for Quotation (RFQ) for the procurement of Hex Head Self-Locking Cap Screws and Flat Head Machine Screws. The government is seeking delivered prices (FOB Destination) for these items.

• Delivery is required to Portsmouth Naval Shipyard, Kittery, Maine.

• The Government Required Delivery Date (RDD) is ASAP. Meeting or exceeding this RDD is critical for offer responsiveness. Award may be made based on soonest delivery if no offers meet the RDD.
