• Waivers/Deviations: Any proposed non-compliance with technical requirements or requests for delivery extensions must be submitted in advance with detailed justification, demonstrating no impact on quality, form, fit, or function, and an offer of consideration.
• Mercury Exclusion: No mercury or mercury-containing compounds are to be intentionally added or come into direct contact with hardware.

Submission Requirements

Offerors must submit several data item packages:

• Procedure Package (DI-QCIC-8871): Due within 45 days after contract award (DAC), covering applicable procedures, drawings, and pre-manufacturing submittals.
• Lower Tier Supplier Identification Package (DI-QCIC-8874): Due within 45 days after contract award (DAC), identifying lower-tier suppliers of material, supplies, and services.
• Vendor Certified Reports of Test and Inspection (ROTI) Package (DI-QCIC-8872): Due at End of Contract (EOC), requiring a complete package of vendor-certified reports. Authorization to ship material must be obtained from the PCO. Each package must be prepared separately for each unique combination of Contract Number, National Stock Number, and Item Nomenclature.
