Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Army has issued a Commercial Solutions Opening (CSO), specifically Area of Interest (AoI) 002: Bridge Erection Boat (BEB) Autonomous Operations. This initiative seeks innovative autonomous technologies, including Artificial Intelligence and Machine Learning (AI/ML), to enhance BEB capabilities, reduce Soldier exposure during wet gap operations, and improve logistical resilience. Contracts awarded will be structured as fixed-price, potentially including fixed-price incentive fees. Solution Briefs are due by June 1, 2026.
Purpose & Scope
This AoI aims to develop, test, and demonstrate advanced autonomous technologies for Bridge Erection Boats. The primary goal is to achieve tactical and logistical dominance by enabling BEBs to operate autonomously, thereby defeating battlefield gaps. Key user-prioritized capabilities include:
- Automated Maneuvering: Safe and automatic approach and connection to an Improved Ribbon Bridge (IRB) without Soldiers onboard, with manual override.
- Wireless "Swarming": Control of two BEBs wirelessly as a single unit to maneuver a raft.
- GPS-based Station Keeping: Autonomous holding of a BEB in a fixed position.
- Underwater Hazard Detection: Sensors to identify and flag submerged risks.
- Collision Avoidance: A safety system to prevent collisions, with an operator override. Software developed must be distinct and separable from previously developed Intellectual Property (IP).
Contract Details
- Type: Commercial Solutions Opening (CSO) authorized under DFARS Subpart 212.70 and 10 U.S.C. § 4022.
- Structure: Fixed-price, potentially including fixed-price incentive fee. Awards may be FAR contracts (Part 12), non-FAR agreements, or Cooperative Agreements.
- Period of Performance: Generally no greater than 12 months for any solution brief or Commercial Solution Proposal (CSP). The overall CSO is open for awards through April 15, 2031.
- Data Rights: The Government requires Government Purpose Rights (GPR) for all software, technical data, and interfaces. Offerors must deliver source code, build instructions, interface control documents, and technical data for operation, sustainment, and modification.
- Set-Aside: None specified. The CSO encourages participation from "Nontraditional Defense Contractors" and "Small Business Concerns." Foreign-owned businesses may submit independently or as part of a teaming arrangement with U.S.-owned businesses.
Submission & Evaluation
- Process: A multi-phase approach, starting with a Solution Brief (Phase 1), potentially followed by a Presentation (Phase 2), and a Request for Commercial Solution Proposal (Phase 3).
- Phase 1 Submission: Solution Brief, 5-10 pages. Must include a detailed technical approach addressing each user-prioritized capability, proposed deliverables and schedule, an explanation of the Intellectual Property (IP) approach (including GPR for severable software), and a summary of company capabilities and relevant past performance.
- Deadline: June 1, 2026, at 5:00 pm Eastern.
- Submission Method: Email to the specified Points of Contact.
- Evaluation Criteria: Phase 1 will assess responsiveness to the AoI, technical merit, and funding availability. Subsequent phases will evaluate proposals based on merit, risk, technical approach, performance schedule, and price.
