Statement of Work (SOW) / Performance Work Statement (PWS)

To provide janitorial and minor repair/maintenance services for Lock and Dam #1 on the Cape Fear River, Bladen County, North Carolina, which is operated by the US Army Corps of Engineers.

• Janitorial services include trash collection, disposal, and cleaning of public restrooms, picnic shelters, picnic tables, impact areas, grounds, roads, walkways, parking areas, shoreline areas (riprap), fishing piers, and surrounding areas.

• Specific tasks include cleaning restrooms, water fountains, picnic tables, grills, and structures (interior and exterior).

• Graffiti removal is required.

• Shoreline rip rap trash removal is required once a week.

• Does NOT include cleaning of the Lock Master house or storage buildings.

• Cleaning supplies must comply with CDC and EPA guidelines and may not be heavily scented.

• Vehicles must be kept clean, in good mechanical condition, and equipped with approved magnetic signs.

• Contractor must use reasonable care to avoid damaging Government property.

• Contractor employees must comply with adjudication standards and security procedures, including E-verify for employment eligibility.

• All equipment and work must comply with U.S. Army Corps of Engineers Manual EM 385-1-1.

• Contractor personnel must wear appropriate Personal Protective Equipment (PPE) and attire (long pants, collared shirt).

• Contractor must show proof of valid state Government-issued identification and complete a COR-approved defensive driving course.

• Immediate notification to COR is required for any vandalism or damaged facilities. Facilities may be closed under emergency circumstances with COR notification within 2 hours.

• Invoicing and Payment: Monthly, with invoices due by the 5th of the following month.
