Statement of Work (SOW) / Performance Work Statement (PWS)

To perform hillside vegetation clearing and herbicide applications to shoreline rip rap and lock esplanades at three Cape Fear Lock and Dam locations in Bladen County, North Carolina.

• Vegetation Clearing: Cut herbaceous vegetation at all three locations to a maximum of ten (10) inches. Cut woody vegetation to less than 4" off the ground, allowing it to be dropped in place.

• Herbicide Application: Apply herbicide to cut stumps to prevent regrowth, ensuring a 90% kill rate for three months. An inert carrier dye must be used in all herbicide applications.

• Locations: Cape Fear Lock and Dam 1 (Riegelwood, NC), Cape Fear Lock and Dam 2 (Elizabethtown, NC), and William O. Husk Lock and Dam (Fayetteville, NC).

• A 90% kill rate for cut vegetation for a period of three months.

• Written herbicide application plan for COR approval, detailing areas, rates, methods, dates, safety precautions, and water proximity measures.

• Actual Usage Report submitted with each invoice, documenting pesticide/herbicide application details.

• Period of Performance: Base Year (Date of Award - 05/14/2027) through Option Year 4 (05/15/2030 - 05/14/2031). Actual services performed between May 15 and September 30 each year.

• Normal Working Hours: Monday – Thursday, 8 AM – 4:30 PM EST, unless otherwise specified or approved.

• Certifications: Contractor must provide a current North Carolina Department of Agriculture, Pest Control Division certified applicator license. Additional licenses or permits are the contractor's responsibility.

• Safety: Comply with US Army Corps of Engineers' Safety and Health Requirements Manual (EM 385-1-1), federal, state, and local laws. Government inspectors can stop work due to safety violations.

• Herbicides: No restricted use herbicides. Use secondary containment for mixing. Prevent chemical entry into streams/ditches and chemical drift. Dispose of waste lawfully.

• Security: All contract personnel must comply with security requirements, including AT Level 1 training, physical security, and E-Verify program compliance.

• Submittals: Include Actual Usage Reports and proper invoices with specific required information. Submittals sent via US Postal Service or email to the designated address/contact.
