Cardboard & Paper and Trash & Waste Removal and Disposal Services for the Internal Revenue Service (IRS) Campus location in Andover, MA

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure Cardboard & Paper and Trash & Waste Removal and Disposal Services for the Internal Revenue Service (IRS) Facilities Management and Security Services (FMSS) Division at the Andover, MA location.

• Task 1: Cardboard/Paper Removal and Trash Compactor Removal and Disposal Services:

  • Provide two (2) 35-yard compactors: one for recyclable cardboard/paper and one for trash to be burned.
  • Contractor retains ownership, responsible for all maintenance, repair, and replacement of equipment.
  • Requires a 24-hour turnaround time for pick-up requests.
  • Estimated frequency: once per month for each compactor.
  • Contractor must provide an enclosure system for compactors.
  • Requires certified destruction documents for burned trash and recycling within 30 days of pick-up.
  • Requires certified weight slips for each container removed within 30 days.
  • Estimated 80 tons for trash removal and 30 tons for cardboard/paper removal per 12-month period.

• Task 2: Cafeteria Waste Pick-Up Services:

  • Provide one (1) 6-cubic yard dumpster for cafeteria waste.
  • Bi-weekly pick-up schedule (every other Thursday), with on-call services available.
  • Requires a 24-hour turnaround time for on-call pick-ups.

• On-time service: 98% of scheduled pickups.

• Cleanliness: Area around containers kept free of debris (95% of total operation time).

• Equipment: Maintain fully operational and compliant equipment (98% of total operation time).

• Deliverables: Submission of deliverables within the reporting period (98% of total operation time).

• Period: 12-month base period with four 12-month option periods.

• Place: IRS Building (MA0137), 310 Lowell Street, Andover, MA 01810.

• Hours: Monday through Friday, 0600 EST to 1500 EST, excluding Government holidays.

• Contract Type: Firm Fixed Price (FFP).

• Deliverables: Certified destruction documents and certified weight slips within 30 days of pick-up.

• Equipment: Contractor provides all compactors, dumpsters, enclosures, and related equipment. Equipment must comply with all federal, state, and local regulations.

• Site Conditions: Keep areas around containers free of debris and odor to prevent vermin attraction. Ensure compactors are sealed to prevent leaks.

Performance Work Statement (PWS)

This PWS outlines the requirements for Cardboard & Paper and Trash & Waste Removal and Disposal Services for the Internal Revenue Service (IRS) Facilities Management and Security Services (FMSS) Division at the Andover, MA location.

• Task 1: Cardboard/Paper Removal and Trash Compactor Services

  • Scheduled pick-up every Thursday, with "on-call" additional pick-ups requiring a 24-hour turnaround.
  • Contractor responsible for maintaining the area around the container free of debris and odor.
