CARE - Fruita District Landscape Replanting

Statement of Work (SOW) / Performance Work Statement (PWS)

To restore trees within Capitol Reef National Park (CARE)'s Fruita Rural Historic District to maintain visitor experience and historic character, addressing losses due to replanting needs, old age, and other factors.

• Furnish, deliver, and plant up to 125 new trees at approximately 15 subsite locations.

• Includes site preparation, soil amendments, mulching, staking, tree protection, initial irrigation, and turf reestablishment.

• Sourcing of plant materials must be from local or regional stock, genetically appropriate, and meet ANSI Z60.1 standards.

• Contractor is responsible for temporary storage, watering, and care of plant materials.

• Turf reestablishment using approved seed mixes (Lawn Seed Mix: Utah Premium Lawn Mix, Native Seed Mix) and certified noxious weed-free mulch.

• Trees must meet minimum caliper and height specifications, be healthy, vigorous, and have a single dominant trunk.

• Planting must adhere to the A300 American National Standard for Tree Care Operations.

• Watering requirements include a minimum of 15 gallons per tree immediately after planting and daily watering until completion.

• Mulch application rate of ½ inch depth for reseeded areas.

• All work must comply with applicable local, state, and federal laws and regulations, including OSHA standards.

• Performance Period: August 3, 2026 – May 31, 2027.

• Locations: Up to 15 subsite locations within Capitol Reef National Park (CARE)'s Fruita Rural Historic District.

• Contractor must provide an Arborist certified by the International Society of Arboriculture (ISA) with verifiable experience.

• All personnel must be familiar with technical aspects, hazards, and safety procedures of tree maintenance.

• A preliminary kick-off conference call is required within 3 weeks of award.

• Submission of a Work Schedule, Implementation Plan, and Safety/Spill Response Plan is required within 2 weeks after the kickoff meeting.

• Site visit prior to bidding is highly encouraged.

• Archaeological monitoring is required during digging and tree planting.

• Contractor must adhere to specific access, parking, storage, and conduct/housecleaning requirements within the park.

• Water source is the contractor's responsibility, potentially from the park's water treatment plant or orchard irrigation risers.

• Equipment must be clean and free of dirt, plant material, and seed prior to entering the park.

• Contractor must have adequate liability insurance and proper licensing.

• Reportable accidents must be reported within 7 days.
