Wage Determination

• Executive Orders:
  • EO 13706 (Paid Sick Leave): Federal contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually. This is separate from SCA obligations.
  • EO 13658 (Minimum Wage): For contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed/extended after January 30, 2022), the minimum wage is $13.30 per hour (or the applicable wage rate listed if higher) for 2025. This rate is adjusted annually.
• Hazardous Pay: Differentials of 8% or 4% are applicable for work involving ordnance, explosives, and incendiary materials, depending on the degree of hazard.
• Uniform Allowance: Contractors must furnish uniforms or reimburse employees for their cost, including maintenance ($3.35 per week or $0.67 per day), unless uniforms are "wash and wear" and require no special maintenance.
• Conformance Process: A process is outlined for contractors to request authorization for additional classifications and wage rates not listed in this determination, using Standard Form 1444 (SF-1444).

This document is critical for bidders to understand the labor costs associated with performing the contract. Statement of Work (SOW)

This SOW outlines the requirements for subsurface investigation and geotechnical laboratory testing in the vicinity of Carolina Beach Inlet, New Hanover County, NC. The work is intended to facilitate potential expansion of the borrow area for future nourishment activity.

• Perform a total of 25 waterborne vibracores and 2 land-based borings.

• Drill 13 waterborne vibracores and 2 land-based borings within the Carolina Beach Inlet Borrow Area.

• Drill 12 waterborne vibracores within the adjacent tidal delta.

• Conduct laboratory testing on up to 207 samples.

• Process core samples, develop preliminary and final drilling logs, and provide photographic logs.

• All work, including drilling, logging, photographing, laboratory analysis, and final report submission, must be completed within 180 days of contract award.

• Borings shall be horizontally referenced to NAD 1983 North Carolina State Plane Feet and vertically referenced to MLLW.

• Vibracore sampler shall not be operated until it contacts the seafloor/channel bottom and not during retrieval.

• Recovered sediments should be at least 75% of penetration/drive length, unless refusal is encountered.

• Land-based drilling aims for continuous sampling from the top of the hole to -40 feet MLLW.

• Laboratory tests to include Particle-Size Distribution (ASTM D6913), Soil Classification (ASTM D2487), and visual determination of shell and rock fragments.

• Work location: Vicinity of Carolina Beach Inlet, New Hanover County, NC.

• Performance Period: 180 calendar days from contract award.

• Contractor shall accept directions only from the Wilmington District Contracting Officer (KO) or their designee.

• Contractor shall designate a project manager as the principal point of contact.

• Submittals must be sent electronically to the KO, COR, and Technical POC.

• Safety: Contractor must comply with EM 385-1-1, coordinate with the U.S. Coast Guard, and submit an Accident Prevention Plan (APP) for review and acceptance.

• Security: Contract personnel must comply with general security requirements, including training and Force Protection Condition (FPCON) measures.

• Employment Eligibility: Contractors must comply with FAR clause 52.222-54 using the E-Verify Program.

• Payment: Invoices submitted to the COR, reviewed by KO and COR, and must include specific details like contract number, invoice number, company name, and invoiced line items.
