Each item must be individually packaged in accordance with MIL-STD-2073-1E Method 10, cushioned or packed in an ASTM-D5118 double-wall fiberboard box. Marking must comply with MIL-STD-129R, with barcoding per ISO/IEC-16388-2007, Code 39 symbology. Standard commercial packaging is unacceptable, and failure to meet these strict requirements will result in warehouse rejection. Shipping is FOB Destination to USCG SFLC, Baltimore, MD. Partial shipments are not acceptable.
Contract Details & Set-Aside
This is a combined synopsis/solicitation for a commercial item, prepared under FAR Subpart 12.6 and utilizing simplified acquisition procedures (FAR 13.106). The resultant award will be a Firm Fixed Price Contract. The NAICS code is 3399 with a 600-employee size standard. No specific set-aside is indicated; however, the government expresses a belief that only Rolls Royce Solutions GMBH or its authorized distributors can provide these units. Vendors challenging this belief must submit detailed information, including an OEM letter verifying authorized distributor status and genuine OEM parts, within two calendar days of the notice posting.
Submission & Evaluation
Quotations are due by May 19, 2025, at 10:00 AM EST. Award will be made on an all-or-none basis to the responsible offeror whose quotation is most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) evaluation. Offerors must have valid DUNS numbers, be registered in SAM.gov, and provide their Tax Information Number (TIN). Required submissions include a completed FAR 52.212-3 and disclosures regarding inverted domestic corporations.
