The Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research for Case Development Modernization (CDM) for the Defense Security Cooperation Agency (DSCA) Information Management & Technology (IM&T), Security Cooperation (SC). This is a Sources Sought Notice to identify interested and capable businesses. The government does not intend to award a contract based on this notice. Purpose & Scope
The initiative aims to develop a modernized Case Lifecycle system to streamline the Foreign Military Sales (FMS) case development process, enhance transparency, reduce delivery timelines, and ensure compliance with cybersecurity, accessibility, and Zero Trust standards. The current system (DSAMS) is a 27-year-old legacy application with high technical debt and performance issues. The future state objectives include replacing legacy systems, enabling horizontal scalability, improving performance, implementing a modernized data exchange layer, providing an improved user interface, integrating a Case Lifecycle Task Management and Document Repository, and offering robust reporting capabilities. Development will utilize SAFe Agile and DevSecOps methodologies.

- Security Requirements: Facility clearance of SECRET and personnel granted temporary or final SECRET security clearance. Personnel must be U.S. citizens.
- Place of Performance: Contractor and Government Facilities (within and outside of the National Capital Region).
- Project Constraints: Approved funding of $5M for FY26, compliance with AECA, FAA, FAR, Fiscal Law, NIST standards (including SP 800-171 and CMMC), FISMA, and DFARS. Requires refactoring database code, consolidating Oracle schemas into a Postgres database, and hosting the solution in DSCA AWS cloud leveraging the Citadel CI/CD pipeline.
Contract Details
- Estimated Value: Approximately $7M-$9M.
- Anticipated Contract Award Date: May 31, 2026.
- Anticipated Contract Start Date: One (1) base year of twelve (12) months with four (4) twelve (12) month option periods (May 31, 2026 - May 30, 2031).
