Sources Sought Notice

This notice is issued by the Washington Headquarters Services (WHS) Acquisition Directorate (AD) for market research purposes only. The government is seeking information on the availability, interest, and capabilities of businesses to provide Case Development Modernization (CDM) for the Defense Security Cooperation Agency (DSCA) Information Management & Technology (IM&T), Security Cooperation (SC). The government does NOT intend to award a contract based on this notice.

The anticipated work may require contractors to comply with Security Clearance requirements by the time of proposal for contract performance. A draft Statement of Objectives (SOO) is attached for review.

• Estimated Value: Approximately $7M-$9M.

• Anticipated PSC Code: DA01, IT and Telecom – Business Application/Application Development Support Services.

• Anticipated Place of Performance: Contractor and Government Facilities (within and outside of the National Capital Region).

• Anticipated Contract Award Date: May 31, 2026.

• Anticipated Contract Start Date: One (1) base year of twelve (12) months with four (4) twelve (12) month option periods.

• Anticipated Security Requirement: Facility clearance of SECRET and personnel granted temporary or final SECRET security clearance. Personnel must be U.S. citizens.

• Interested firms should submit a tailored capabilities statement electronically by Thursday, February 19, 2026, at 10:00 AM (Eastern) to whs.ncr.ad.mbx.dsca-group@mail.mil.

• Capabilities statements shall not exceed 20 pages.

• Submissions should address Administrative Information, Technical Capability, and Subcontracting Information.

• Responses will be reviewed for applicability and may be deemed "relevant" or "non-relevant".

Responses are encouraged from all interested, capable sources, including small business concerns (8(a), HUBZone, SDVOSB, WOSB, EDWOSB). Responding to this notice is highly recommended for small businesses to be considered in the market research and acquisition planning phase.

Statement of Objectives (SOO)

This Statement of Objectives (SOO) outlines the Case Development Modernization (CDM) initiative, aiming to develop a modernized Case Lifecycle system for the Security Cooperation (SC) enterprise. The goal is to streamline the Foreign Military Sales (FMS) case development process, enhance transparency, reduce delivery timelines, and ensure compliance with cybersecurity, accessibility, and Zero Trust standards.

The current system, DSAMS, is a 27-year-old client-server application operating in a legacy Citrix environment. This presents challenges including high technical debt, limited scalability, performance issues, and frequent access disruptions. Data is siloed, and fragmented standalone systems lead to process inconsistencies and duplicate data entry. The system's outdated technology and architecture struggle to meet evolving business needs, and it faces compliance deficiencies related to Zero Trust and Section 508.

The initiative aims to:

• Ensure capabilities satisfy business requirements and production readiness.
• Establish capabilities to replace legacy systems.
• Enable horizontal scalability and improve performance.
• Implement a modernized data exchange layer for efficient, real-time data processing.
• Provide an improved user interface with intuitive data entry/retrieval.
• Integrate a Case Lifecycle Task Management and Document Repository system.
• Offer standard and ad hoc reporting with high data quality, accuracy, and speed.

Development will be anchored in SAFe Agile framework and DevSecOps methodologies, focusing on delivering working software through automated testing, continuous integration, and continuous delivery (CI/CD) pipelines. Key activities include defining product requirements, prioritizing work items, developing solution architectures with emerging technologies, creating web applications and APIs, and implementing a modern data architecture.

The target state capabilities will need to exchange data with key solutions across the DoD, conforming to modern data exchange practices and utilizing APIs. Several existing systems are slated for replacement or integration.

Constraints include approved funding of $5M for FY26, compliance with the Arms Export Control Act (AECA), Foreign Assistance Act (FAA), Federal Acquisition Regulation (FAR), Fiscal Law, NIST standards (including SP 800-171 and CMMC), FISMA, and DFARS. The project also requires refactoring database code, consolidating Oracle schemas into a Postgres database, and hosting the solution in DSCA AWS cloud leveraging the Citadel CI/CD pipeline.

The period of performance includes one base year of 12 months (May 31, 2026 - May 30, 2027) with four 12-month option periods, extending through May 30, 2031. The place of performance is not explicitly stated but implies a cloud-based solution.
