Purpose
GPO plans to migrate the existing Catalog of U.S. Publications (CGP) data, custom indexes, and services to a new, secure, and high-performance Library Services Platform (LSP). This modernization effort will replace outdated legacy systems, including federated search functionality (MetaLib), to improve internal efficiencies, ensure seamless service delivery, and enhance access to information for Federal Depository Libraries and the public.
Scope of Work
The new LSP must be public-facing, operate in real-time or near-real-time, and provide a graphical user interface for an online catalog. Key requirements include:
- System Functionality: Access to print, non-print, and remotely-hosted bibliographic, text-based, and multimedia electronic databases.
- Technical Requirements: Deployment on a FedRAMP-certified or equivalent platform, support for geographic separation for backups, and multiple environments (Test, Development, Production, Disaster Recovery).
- Data Migration: Migration of approximately 2.5 million bibliographic records with a minimum accuracy rate of 99.9%, preserving indexing structures and authority relationships.
- Key Modules: The solution must encompass acquisitions, cataloging, authority control, serials management, preservation, online public access (OPAC/Discovery), indexing, data reporting/analytics, external system interoperability, and metadata management.
- Deliverables: Project Plan, bi-monthly Status Reports, a Final Report, and detailed instructional materials for users.
Contract Details
- Contract Type: Firm Fixed Price (FFP).
- Period of Performance: Multiple line items with periods of performance starting June 1, 2026, through May 31, 2031. The Government may exercise options to extend services for up to six months and extend the term for a total duration not exceeding 5 years and 6 months.

Submission & Evaluation
