Catalog Order and Logistics Tracking System (COLTS), Unique Item Identification (UID) and Passive Radio Frequency Identification (pRFID) Software and Hardware Logistical Maintenance and Support

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Contracts Department, Code 02 intends to award a Cost Plus Fixed-Fee (CPFF) contract for Catalog Order and Logistics Tracking System (COLTS), Unique Item Identification (UID) and Passive Radio Frequency Identification (pRFID) software and hardware logistical maintenance and support on a sole source basis with GVI, Inc. (CAGE 1NPX3), 5700 Thurston Avenue; Suite 212; Virginia Beach, VA 23455-3302. GVI has licensing rights to COLTS and owns the rights to the middleware that connects COLTS to the pRFID and UID software applications.

Requirement:

The Government requires “Total Asset Visibility (TAV) with the ability to read item Unique Identification (IUD) labels and capability and functionality with financial transaction tracking tools, all interfacing with COLTS software and hardware.

Security Requirements: 

The Contractor shall possess and maintain a SECRET facility clearance as verified within the National Security System (NISS).

Personnel providing direct technical support to this effort will be required to have at a minimum DoD SECRET clearance at the time of award. The Contractor will have access to information and compartments with a SECRET classification. All deliverables associated with this contract are unclassified unless otherwise specified. Access to classified spaces and material and generation of classified material shall be in accordance with the DD Form 254. All personnel must be cleared at the SECRET level in accordance with DD254, prior to directly charging support to the task order. Personnel security clearances must be verified by the contractor in the Defense Information System for Security (DISS). In accordance with the DD254, contractor personnel will require access to Controlled Unclassified Information (CUI), Military Critical Technology, Export Control, and access to government information systems.

THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(A)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
