This is a combined synopsis/solicitation for commercial items, issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The Louisiana Army National Guard is seeking catered meals for soldiers. This is a Small Business Set-aside acquisition with NAICS code 722320 (Food Service contractors).

• Provision of boxed catered meals, including personnel, supervision, and all necessary items.

• Meals and refreshments must meet requirements specified in the attached NEED STATEMENT and Meal Plan.

• Adherence to state and local sanitation law requirements.

• Delivery to 7615 Esler Field Rd, Pineville, LA 70360. Vendors must call the Unit POC 30 minutes prior to arrival.

• Supplies must be in accordance with the attached Needs Statement and Meal Plan.

• Contract Type: Firm Fixed Priced.

• Period of Performance: Meals beginning May 29, 2026. Specific end date not detailed in this document.

• Submission Deadline: May 25, 2026, 08:00 a.m. Central Time.

• Evaluation: Award will be made to the responsible offeror whose offer is most advantageous to the Government, price and other factors considered.

• Evaluation Factors:

  1. Price (evaluated for fair and reasonableness).
  2. Other Factors (Acceptable/Unacceptable): a. Vendor located within 50 miles of delivery location. b. Proposed menu for all days per Needs Statements Exhibit 1. c. Vendor capability statement for maintaining FDA temperature standards during transport. d. Copy of State or Local government Health Inspection Report (less than 12 months old). e. Past performance on other government contracts.

• The agency will evaluate price first, then evaluate the lowest-price quote for acceptability on the five factors. All five factors must be acceptable for award.

• The Government intends to evaluate and award without discussion.

• Small Business Set-aside.

• Offerors must be registered and active in the System for Award Management (SAM) with a publicly visible registration.

• This is an oral solicitation, and a written solicitation will not be issued.

• Applicable FAR/DFAR clauses are incorporated by reference.

• Vendors must complete the provided ORAL QUOTATION WORKSHEET accurately and completely.

• Pricing must be all-inclusive (services, supplies, delivery).

• Vendors must make required representations regarding telecommunications equipment and services.

This solicitation is for "Catered Meals" to support Annual Training (AT) for FY26 at the Pineville Esler Field Armory. The North American Industry Classification System (NAICS) code is 722320, with a size standard of $9,000,000.00.

• Breakfast Meals: 260 each

• Lunch Meals: 1,535 each

• Dinner Meals: 260 each

• Pricing Arrangement: Firm Fixed Price

• Period of Performance: Delivery on or before May 29, 2026.

This document is a "FIELD MENU REPORT" detailing a 21-day menu cycle for the LANG FY24 program. It outlines daily meal options for breakfast, lunch, and dinner, including specific recipe names and quantities.

• The report is organized by "Menu Day" from Day 1 to Day 21.
• Each day lists specific food items categorized under Breakfast, Lunch, and Dinner.
• Items include main courses, side dishes, beverages, and desserts.
• Quantities are indicated (e.g., 100, 80, 50, 20, 15).
• Recipe codes (REC #) and PORT codes are provided for each item.

This document serves as a detailed specification of the food items and meals that are to be provided. Bidders can use this menu to understand the scope of food services required, assess their capability to meet the nutritional and variety requirements, and estimate the types and quantities of food products needed for a successful bid. It directly informs the type of catering or food supply services being procured.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure prepared, individually packaged "to-go/boxed" meals that are delivered to a specified location for consumption.

• Provide personnel, supervision, and all necessary items for boxed catered meals.

• Prepare food according to commercially acceptable standards and the LAARNG menu or equivalent.

• Provide single-use plates, napkins, bowls, cups, cutting utensils, serving utensils, and condiments.

• Offer a variety of standard beverages (carbonated, juice blends, non-carbonated, coffee, tea, milk, water). Meal plans must not include alcoholic beverages.

• Provide all necessary condiments (mayonnaise, mustard, ketchup, steak sauce, hot sauce, pickles, salad dressing, syrup, salt, pepper, etc.).

• Contact the unit point of contact (POC) for any meal substitutions.

• Meals must meet commercially acceptable standards.

• No "same menu" for any meal within a five-day period.

• Deliver timely and courteous employees.

• Comply with state and local food service sanitation requirements, achieving a satisfactory or better health inspection rating.

• Prepare and serve meals on the same day.

• Maintain all menu items at USDA-recommended temperatures during preparation, transport, and service.

• Handle food in strict adherence to food safety precautions.

• Deliveries must be made 30 minutes prior to mealtime.

• 95% of menu items per meal period must meet the standard.

• 95% of meals prepared must meet the standard.

• 100% compliance with sanitation requirements (no deviations).

• The period of performance is from 5/29/2026 to 6/12/2026.

• Delivery Address: 7615 Esler Field Road, Pineville, Louisiana, 71360.

• Delivery locations may differ based on unit drill or annual training schedules and will be determined at the order level.

• Caterer must comply with state and local sanitation law requirements.

• Caterer must provide personnel with proper picture identification for entry onto government installations.

• Coordinate with the unit POC for installation/facility entry access.

• Meal quantities will differ based on the number of Soldiers per unit and will be determined at the call/order level.

• The same meal will not be served twice within a 72-hour period.

• Each meal must contain a minimum of the 5 primary food groups as specified.

• The government reserves the right to make partial changes or cancel orders up to 72 hours before the event or within 72 hours of the affected date. Changes to the number of meals within this timeframe will be at no additional cost if notice is given within 72 hours.

• Meal pricing must be inclusive of all costs; gratuities are prohibited.

• Work performed is unclassified but for official use only. Dissemination of delivery locations, dates, personnel numbers, POC names, or training requires a need-to-know basis and adherence to DoD security regulations.
