This Request for Quotations (RFQ) seeks offers for Catering and Lodging Services. The U.S. Government intends to award independent purchase orders on a need basis, aiming for the lowest price from a responsible company. Discussions may be held if necessary, but initial quotations will be the basis for awards.

• Catering Services: Preparation and service of food and beverages for official events, meetings, and functions. Menu options include vegetarian and non-vegetarian selections. Compliance with U.S. Mission health and safety standards is required.

• Lodging Services: Provision of secure lodging for locally employed staff, U.S. Direct Hire employees, and visiting U.S. Government personnel. Lodging must meet U.S. Mission standards for safety, security, and comfort, and facilities must be within a secure compound or meet Mission security requirements. Vendor staff managing the facility must have appropriate security clearances.

• Period of Performance: One base year with one one-year optional period.

• Health and Safety: All services must meet or exceed U.S. Mission health and safety standards. Vendors must maintain compliance records and report incidents.

• Operational Efficiency: Vendors must coordinate closely with Mission staff for timely delivery and minimal administrative burden.

• Deliverables: Timely and secure provision of catering and lodging services, compliance with U.S. Mission standards, and accurate invoicing.

• Contract Type: Firm-fixed-price contract.

• Period of Performance: One base year with one one-year optional period.

• Pricing: Includes all costs for catering and lodging services. Pricing is detailed for events with less than 50 persons, events with 100+ persons, and lodging for single occupancy per night.

• Quotation Due Date: March 25, 2026, 1500 Hours (Pakistan Standard Time).

• Submission Method: Electronically to Islamabad-GSO-Contracting@state.gov.

• File Format: Adobe Acrobat (pdf) file format.

• File Size Limit: Maximum 30MB per file; multiple files allowed if exceeding 30MB.

• Required Documents: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), and any additional information required in Section 3.

• Evaluation Criteria: Award will be made to the lowest-priced, acceptable, responsible offeror. Acceptability will be determined by assessing compliance with RFQ terms, including technical information. Responsibility will be analyzed based on FAR 9.1 requirements (financial resources, performance period compliance, integrity, organization, experience, skills, equipment, and eligibility).

• The acquisition is not explicitly set aside for small businesses.

• Special Requirements: Offers within the competitive range require additional processing for companies wishing to do business with U.S. Mission, Pakistan, involving an extra risk analysis vetting process for key personnel. Vendors must submit requested data via a secure online portal within 3-5 days of being contacted.

• Proposals must be in English.

• Incomplete proposals will not be accepted.

This is a pre-solicitation notice for Catering and Lodging Services for U.S. Government (USG) Employees in Pakistan. The Embassy of the United States in Pakistan will issue the formal solicitation on SAM.gov when available. Services will be provided on an as-needed basis.
