This is a combined Synopsis/Solicitation for commercial items, specifically for Caterpillar Equipment Repair, Rental, Parts, Attachments, and Service BPA setup. The Bureau of Land Management (BLM) Boise District Office is seeking quotes for a 5-year Blanket Purchase Agreement (BPA) to provide heavy equipment rental for Boise District Support Services and Fire demands.

• Rental of specific Caterpillar equipment including:

  • 175 HP All Wheel Drive Motor grader w/ 12' wide blade
  • 90 HP 4 Wheel Drive Backhoe (min. 13,500 lb. dig force, 18 ft dig depth, 12 ft load height)
  • 1,500 ft lb. TLB Rock Hammer attachment
  • 160 HP All Wheel Drive loader (min. 20,000 lb. breakout force, 3.2 yd bucket)

• Equipment will be delivered to site-specified locations within the Boise District.

• Cost includes delivery, pickup, and environmental fees. Fuel will be provided by the BLM.

• Offerors must provide a model number for the typical machine rented for each category.

• Work includes emergency repairs, mobile services, unit testing, troubleshooting, updating, warranty repairs, corrective repairs, and preventative maintenance.

• Contract Type: Blanket Purchase Agreement (BPA)

• Period of Performance: June 1, 2026 to May 31, 2031

• Estimated Value: Cumulative amount of individual purchases shall not exceed $250,000.00

• Proposals must include:

  • Completed Standard Form 1449
  • Completed Bid Schedule
  • Detailed work plan demonstrating technical capability

• Evaluation Factors: Technical Capability, Prior Relevant Experience/Past Performance, and Price. Technical Capability and Prior Experience/Past Performance combined are significantly more important than Price.

• Award will be made to the responsible offeror whose proposal is most advantageous to the Government on a Best Value basis.

• This solicitation is set-aside for small business.

• Small Business Annual Receipts for the preceding three fiscal years must not exceed $40.0 Million.

• Offerors must be registered and active in the System for Award Management (SAM) database.

• No Site Visit will be held.

• Quotes shall be "all or none."

Wage Determination

This document, Wage Determination No. 2015-5503, Revision No. 27, establishes the minimum wage rates and fringe benefits required for various occupations under the Service Contract Act for specific areas in Idaho, including Ada, Boise, Canyon, Gem, and Owyhee counties. • Applicability: This wage determination applies to contracts covered by the Service Contract Act.

• Executive Order 13706: For contracts awarded on or after January 1, 2017, contractors must provide employees with 1 hour of paid sick leave for every 30 hours worked, up to 56 hours per year. This leave can be used for illness, injury, preventive care, or to assist family members.
• Vacation and Holidays: The determination outlines paid vacation (2 weeks after 1 year, 3 weeks after 5 years, 4 weeks after 15 years) and a minimum of eleven paid holidays per year.
• Hazardous Pay: Specific differentials apply for work involving ordnance, explosives, and incendiary materials (8% for high hazard, 4% for low hazard).
• Uniform Allowance: Contractors must provide uniforms at no cost to employees or reimburse them for the cost of furnishing and maintaining uniforms ($3.35 per week for cleaning, unless "wash and wear" materials are used).
