Scope of Work

The selected contractor will provide comprehensive administrative and pastoral support to the Religious Support Office (RSO) and Catholic Chaplain/Priest at Fort Belvoir. Key responsibilities include:

• Assisting in conducting religious services in accordance with Roman Catholic Church guidelines, Archdiocese for the Military Services (AMS) policies, and Army Regulation 165-1.
• Developing and distributing monthly Catholic Community calendars, weekly bulletins, and announcements.
• Coordinating community events and publicity.
• Maintaining Catholic Community registration and supporting Sacramental Records.
• Preparing for Mass services, including liturgical books and Eucharistic elements.
• Assisting in the preparation of AMS Quarterly Clergy reports and keeping attendance records for Catholic Community events.

Contract Details & Requirements

• Contract Type: Firm Fixed-Price (FFP), non-personal services.
• Period of Performance: A base year (February 12, 2026 - February 11, 2027) and four 12-month option periods, with a potential six-month option to extend services.
• Place of Performance: Fort Belvoir, VA, including Belvoir Chapel, Religious Education Center, Woodlawn Chapel, and Fairfax Chapel.
• Set-Aside: 100% Small Business Set-Aside (NAICS 813110, PSC G002).
• Key Personnel: The Catholic Administrative Pastoral Life Coordinator must obtain Catechist certification from the AMS within 90 days of contract award.
• Mandatory Training: Contractor personnel require Anti-Terrorism (AT) Level I, OPSEC, iWATCH, Information Assurance (IA), Personally Identifiable Information (PII), and Child Protection training. Tier 1 background checks are required for personnel working with children.
• Deliverables: A draft Quality Control Plan (QCP) is required within 10 workdays of contract award. The Service Contract Act Wage Determination applies.

• Evaluation: Award will be made using the Lowest Price Technically Acceptable (LPTA) method. Technical quotes will be evaluated first for acceptability, followed by the price evaluation of technically acceptable offers. Active SAM registration and FAR Provision 52.212-3 are required.
