This document provides responses to vendor questions regarding Solicitation W912PF26QA016 Amendment 0001, clarifying requirements and amending the Performance Work Statement (PWS).

• Incumbent Contract: There is no direct incumbent contract for this specific position, but a similar requirement existed under Purchase Order W912PF22P0017 with a total contract value of $183,000.00.
• Right of First Refusal: The government has indicated N/A regarding the "right of first refusal" for incumbent employees.
• Key Personnel Qualifications: The solicitation has been amended to clarify that only the Catholic Administrative Religious Education Coordinator (CAREC) requires a Catechist certification within 90 days of award. The Primary and Alternate Points of Contact (POCs) are not required to obtain this certification. The revised PWS Section 1.18 now separates the Contract Manager (Key Personnel/POC) role from the religious education duties.
• Backfill/Absences: The government's primary concern is that duties and responsibilities outlined in the PWS are met. The contractor is responsible for ensuring continuity of service during staff absences, and specific backfill policies are not mandated by the government, as long as contract terms are met.
• Eligibility (SOFA): For questions regarding the hiring of a US citizen as a local national under the Status of Forces Agreement (SOFA) with Italy, bidders are directed to the revised Instruction and Evaluation Criteria in the addendums of this amendment.

The PWS has been amended to clarify key personnel qualifications and responsibilities. Bidders must refer to the amended solicitation documents for their proposals.

Amendment / Modification

This amendment modifies the solicitation W912PF26QA016, originally dated 15 JAN 2026, with the following changes:

• RFQ Closing Date Extended: The closing date and time for the Request for Quotation (RFQ) has been extended.

• PWS Updated: The Performance Work Statement (PWS) has been updated and replaced. The new PWS is dated 21 Jan 2026.

• Attachment 1 Updated: "Attachment 1 - Estimated Hourly Workload Per Year" has been updated and replaced. The new version is dated 20 Jan 2026.

• Addendum to 52.212-1 and 52.212-2 Updated: Both the Addendum to 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation) have been updated and replaced.

• CLIN 4001 Period of Performance Corrected: The Period of Performance (POP) ending date for CLIN 4001 has been corrected.

• Product Service Code Changed: The Product Service Code (PSC) for CLINs 0001-4001 has been changed.

• Questions Answered: Answers to questions received from potential offerors have been provided. No further questions will be answered.

• Offerors must acknowledge receipt of this amendment. Failure to do so may result in rejection of the offer.

• The evaluation criteria and process remain based on Lowest Priced Technically Acceptable (LPTA), with factors including Eligibility, Responsibility, Technical Acceptability, and Price.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide support to the Garrison Religious Support Office (RSO) and Catholic Chaplain/Priest in conducting religious services, focusing on administrative, logistical, and publicity tasks for the Catholic population.

• Assist the Catholic Chaplain and Priest in conducting religious services in accordance with Roman Catholic Church guidelines, Archdiocese for the Military Services policies, and Army regulations.

• Create and provide a weekly bulletin and announcements.

• Assist with Community Event Coordination and Publicity.

• Maintain the Catholic Community Registration and support Sacramental Records.

• Prepare liturgical and Eucharistic elements for Mass services.

• Prepare and manage Sacramental records.

• Coordinate logistical and administrative support for Religious Education (RE) programs and weekly RE classes.

• Track and report on RE program attendance and supply consumption.

• Specific standards (STD) and acceptable quality levels (AQL) are defined for each task, including attendance requirements, timeliness of submissions, accuracy of content, and complaint thresholds.

• Examples include 100% attendance at staff meetings, monthly calendars submitted by the final business day of the preceding month with no more than one content error, and 95% of facility requests submitted 45 days prior to the event.

• The work will be performed at USAG-Italy Vicenza Military Community.

• The document date is January 21, 2026.

• This is a non-personal services contract.

• Contractor employees must complete Anti-Terrorism (AT) Level I Training, OPSEC "Level I" training, iWATCH training, Information Assurance (IA) Training, Personally Identifiable Information (PII) training, and Child Protection Training.

• The Catholic Administrative Religious Education Coordinator must obtain a Catechist certification from the Archdiocese for the Military Services within 90 days of contract award.

• Contractor employees must be computer competent in Windows-based operating systems and proficient with Microsoft Office software.

• Background checks (Tier 1 with State Criminal History Repository) are required for the Catholic Administrative Religious Education Coordinator.

• Contractor must safeguard Government equipment and information.

• Contractor must comply with applicable installation, facility, and area commander security policies.
