This document is a Sources Sought notice, not a solicitation, to conduct market research for Catholic Music Director services at Malmstrom AFB. The government is assessing potential sources to determine if the effort can be competitive and/or a total Small Business Set-aside. The North American Industry Classification System (NAICS) code is 711130, "Musical Groups and Artists," with a small business size standard of $15.0 million.

• Provide in-person and on-site music support for religious services at Malmstrom AFB Chapel.

• Services include recruitment, organization, training, and equipping of volunteers for weekly Sunday Catholic Mass, special services, and Holy Day of Obligation Masses.

• Specific services include Ash Wednesday Mass, Holy Mother of God, Ascension of the Lord, Assumption of Blessed Virgin Mary, Solemnity of All Saints, Immaculate Conception of the Blessed Virgin Mary, Holy Thursday, Good Friday, Holy Saturday, Christmas Eve, Christmas Day, weddings, and funeral services.

• Total required hours: 420 hours, including Sunday services, special services, training/recruitment, and rehearsals.

• Interested companies should submit a summary outline of their qualifications.

• Vendor web pages will not be accepted.

• Responses must be received or postmarked no later than 12:00 pm Mountain time zone on May 22, 2026.

• The government is interested in all small businesses, including 8(a), Service-Disabled Veteran-owned, Hubzone, and Women-owned small business concerns.

• Respondents must identify their small business status.

• A Contractor Capability Survey is included for companies to provide business information, including company name, address, point of contact, CAGE Code, phone number, email, web page URL, NAICS code, business size standard, and small business status (e.g., Small Business, Woman Owned, 8(a) Certified, etc.).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide qualified individuals to lead and support Catholic religious services at Malmstrom AFB Chapel, ensuring high-quality music and volunteer coordination.

• Provide in-person and on-site music support for weekly Sunday Catholic Mass, special services, and Holy Day of Obligation Masses.

• Recruit, organize, train, and equip volunteers for the Catholic Service Choir.

• Coordinate with the Catholic chaplain for service planning and music acquisition.

• Provide instrumental accompaniment for the Catholic Service Choir.

• Lead and recruit instrumental volunteers.

• Set up music equipment and coordinate sound system support one hour prior to services.

• Coordinate one rehearsal per week in the chapel sanctuary.

• Ensure music equipment is stored properly and the facility is secured after use.

• Coordinate with the Service Chaplain and COR regarding any subcontractor/employee substitutions or vacancies.

• Comply with Air Force and local instructions for financial management, facility use, maintenance, and security.

• Ensure all individuals working with children undergo a federally mandated criminal history background check, including NACI and potentially IRC, and wear conspicuous identification.

• Ensure volunteers working with youth under 18 receive a background check.

• Maintain operational security and complete OPSEC Awareness Education training.

• Abide by Force Protection Condition (FPCON) measures and other security directives.

• The Wing Chaplain or designee will monitor performance against program specifications and the PWS.

• Deficiencies must be corrected immediately at no additional cost to the government.

• The contract period is 12 months with 4 option years.

• Services are to be performed at Malmstrom AFB Chapel.

• Personnel Qualifications: Must be 18 years of age with a high school diploma. Must have at least 2 years of experience as a church music director or worship leader in a Catholic setting. Must play piano skillfully. Must provide a letter of reference from a Catholic Priest. Must have knowledge of and experience with Catholic Service Music. Must be able to work cooperatively in an interfaith setting.

• Background Checks: Mandatory for all individuals working with children under 18, including NACI and potentially IRC. Specific requirements for prior DoD affiliation and FAP checks apply. Conspicuous identification is required for those working under Line of Site Supervision (LOSS).

• Equipment: The Wing Chaplain will provide necessary equipment. The Contractor is responsible for its proper storage and maintenance.

• Subcontracting: A list of two suitable substitutes for each position is required within 60 days of hire. Vacancies must be reported at least 2 weeks in advance.
