Performance Work Statement (PWS)

To provide Catholic burial services, including funeral and internment services, at Arlington National Cemetery (ANC) and potentially other designated locations within the National Capital Region. The services aim to honor the nation's fallen and their families with compassion and dignity, supporting ANC's mission.

• Conduct Catholic funeral and internment services (Full Honors, memorial, graveside) in accordance with Catholic tradition and military protocol.

• Provide additional pastoral ministrations and counseling prior to services.

• Conduct up to 50 Catholic mass services at Joint Base Myers – Henderson Hall Chapels as needed.

• Services are non-personal; the contractor is not a government employee.

• Contractor must maintain an effective Quality Control (QC) program.

• Government will evaluate performance via a Quality Assurance Surveillance Plan (QASP).

• Specific performance thresholds are detailed in the Performance Requirements Summary, with a general requirement for 98% compliance for services like Mass, Internment, Counseling, and Coordination.

• Period of Performance: Base Period: July 1, 2026 - May 1, 2027. Includes five Option Periods extending through May 1, 2032.

• Place of Performance: Arlington National Cemetery (Arlington, VA) or designated National Capital Region locations. Mass services at Fort Myer Memorial Chapel.

• Personnel Qualifications: Must be an ordained Catholic Priest, locally based within a 50-mile radius of ANC, with current faculties, endorsement from the Archdiocese for Military Services, and experience in military burials, grief counseling, and Catholic rites.

• Training: Required to complete AT Level I, iWATCH, OPSEC Level I, and DoD Cyber Awareness Challenge training. Must maintain sexual abuse training certification.

• Coordination: Must coordinate with ANC staff, escorts, and families at least 45 minutes prior to services.

• Appearance: Must maintain a neat, professional appearance in clerical garb.

• Transportation: Contractor provides own transportation.

• Invoicing: Submit invoices via Wide Area Workflow (WAWF).

• Security: Personnel require background checks for installation access. No classified material access.
