Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal Roman Catholic Priest services for the Catholic Community at Space Base Delta 1 (SBD 1), including support to Schriever SFB and Cheyenne Mountain SFS.

• Preside at required Catholic liturgical, worship, and religious rites/activities.

• Develop, coordinate, and manage Catholic-related programs and publicity.

• Provide administrative support, religious services, and pastoral care, including:

  • Two weekly masses.
  • Sacraments (reconciliation, baptisms, weddings, annulments, funerals, last rites).
  • Lent/Advent Penance Services, Ash Wednesday, Holy Triduum Services, Christmas Service, Holy Day Masses.
  • Fellowship events.
  • Pastoral Counseling (including pre-marital).
  • Invocations/Benedictions.

• Provide guidance and expertise for Catholic Religious Education programs (e.g., Comprehensive Religious Education, RCIA, children's programming, faith formation retreats).

• Attend chapel staff meetings and Catholic Parish Advisory Council meetings.

• Provide ministry information to the Air Force Chaplain Corps Activity Reporting System (AFCCARS) monthly.

• Coordinate required fund purchases with the Delta Chaplain or COR.

• Conduct weekday and Sunday Masses, Holy Day Masses/Special Services, reconciliation, baptisms, weddings, annulments, Ash Wednesday, and Triduum Services.

• Be present for and assist volunteers with fellowship following Mass.

• Ensure sacramental records and pre-marital documentation are maintained.

• Preside over Parish Advisory Council meetings and ensure minutes are taken.

• Serve as a liaison between the Archdiocese for the Military Services (AMS), local Catholic parishes, military Chaplains, unit commanders, and base support agencies.

• Coordinate Catholic-related events, ceremonies, and sacraments with SBD 1 organizations.

• Provide direction, instruction, and counseling for annulment applications.

• Be available for invocations and benedictions when requested.

• Provide pastoral and spiritual care to Catholic family members within 24 hours of death notification and assist in funeral service planning.

• Respond to emergency calls within one hour.

• Approximately 25 hours per week, not to exceed 125 hours per month (may work up to 40 hours during peak weeks).

• Quarterly schedule of required events provided 15 days prior to the start of the quarter.

• Two-week notice required for any period of absence.

• Substitute must be of equal or greater capability.

• Respond to emergency calls within one hour, including travel time to Peterson SFB.

• Maintain proficiency in required training.

• Professional conduct and presentation.

• Maintain healthy and professional interpersonal relationships.

• Adhere to Air Force Chaplain Corps policies and DoD directives.

• Complete required background checks and training.

• Primarily at SBD 1 Chapel, 455 Vincent St. Peterson SFB, CO 80914.

• Support to Schriever SFB and Cheyenne Mountain SFS as needed.

• Contractor must be a Roman Catholic Priest in good standing with their home diocese and the Archdiocese for the Military Services (AMS).

• Cannot use the duty title of "chaplain."

• Cannot perform unit/workplace engagement or advise unit leadership on military matters.

• Must meet educational requirements outlined in DoDI 1304.28.

• Must be able to read, write, speak, and understand English fluently.

• Must complete a federally mandated criminal history background check (Tier 1 Investigation).

• Must complete initial and annual training on Privileged Communication, Family Advocacy Program, and Sexual Assault Prevention and Response.

• Access to government facilities, office space, telephone, computer, copier, and basic office supplies will be provided.

• Government-furnished training will be provided at no cost.

• Chapel will provide robes, albs, and necessary supplies for Mass.

• Contractor will be authorized to use administrative and clerical support, including copy machine, religious library, and telephone lines for official government business.

• Contractor must obtain personal identification passes and vehicle passes.

• Contractor must adhere to all base traffic laws.
