Statement of Work (SOW) / Performance Work Statement (PWS)

To assist USAGFG in assuring the free exercise of religion for Catholic personnel through regularly-scheduled and emergency services.

• Provide religious support as a part-time Catholic Priest.

• Conduct masses (Sunday and weekday), prepare homilies, and coordinate with chapel staff.

• Provide opportunities for the Sacrament of Confession.

• Offer requested pastoral care, including administration of Sacraments.

• Provide emergency ministry, including Sacraments, as requested.

• The Government will not exercise supervision or control over the contractor's service providers.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan.

• The plan focuses on ensuring performance standards are met, defining surveillance frequency, and acceptable defect rates.

• Services are to be performed at Fort Gordon.

• Specific hours of operation are not defined, but services may be required on recognized federal holidays, DONSA, and training holidays.

• Qualifications: Must be a Catholic Priest with verifiable moral character, spiritual maturity, and credentials authorized by the Catholic Church, verified by the Senior Installation Chaplain. Must be willing to undergo a background check.

• Contractor Personnel: Must be fully qualified to perform services without government supervision.

• Security Requirements: Compliance with installation access policies, background checks (NCIC/III), Antiterrorism Level I Training, iWATCH training, OPSEC training, TARP training, and IA/IT training is required for contractor employees.

• Identification: Contractors must wear an ID badge at all times when performing work and identify themselves as contractors when answering phones or in emails.

• Government-Furnished Property: Office space, furnishings, equipment, and utilities (electrical, water) will be provided at the Religious Education Center and/or Friendship Chapel or Good Shepherd Chapel.

• Contractor-Furnished Property: Contractor is responsible for transportation to and from the worksite.

• Contractor Responsibilities: Solely responsible for tax liabilities; no benefits (medical, retirement, worker's compensation) are provided. Must provide a qualified substitute if unable to meet obligations. Personal information must be kept confidential. Must maintain a neat, well-groomed appearance.

• Administration: Maintain a log of work performed, document performances on invoices, and make proper requests for supplies/equipment. Must comply with Privacy Act and Freedom of Information Act.
