Statement of Work (SOW) / Performance Work Statement (PWS)

To assist USAGFG (United States Army Garrison - Fort Gordon) in assuring the free exercise of religion for Catholic personnel through regularly-scheduled and emergency services.

• Provide part-time Catholic Priest services.

• Conduct masses (Sunday and weekday), prepare homilies, and coordinate with chapel staff.

• Provide opportunities for confession.

• Offer pastoral care, including administration of sacraments as requested.

• Provide emergency ministry, including sacraments, as requested.

• This is a non-personnel services contract; the government will not exercise supervision or control over the service providers.

• Performance will be evaluated in accordance with a Quality Assurance Surveillance Plan.

• The plan focuses on ensuring performance standards are met, defining surveillance frequency and minimum acceptable defect rates.

• Services are to be performed at Fort Gordon.

• Specific hours of operation are not detailed, but services may be required on recognized federal holidays, DONSA, and training holidays.

• Qualifications: Must be a Catholic Priest with verifiable moral character, spiritual maturity, and credentials authorized by the Catholic Church, verified by the Senior Installation Chaplain. Must be willing to undergo a background check.

• Contractor Personnel: Must be fully qualified to perform services without government supervision.

• Security Requirements: All contractor employees must comply with installation access policies, undergo background checks (NCIC/III), and complete various training including Antiterrorism Level I, iWATCH, OPSEC, TARP, and IA/IT training. Specific requirements for ID badges, answering telephones, and email usage are detailed.

• Government-Furnished Property: The government will provide office space, furnishings, equipment (desk, chair, filing cabinet), copier services, audio-visual equipment, curriculum, standard liturgical supplies, and utilities (electrical, water) at the site of service delivery.

• Contractor-Furnished Property: Contractor is responsible for transportation to and from the worksite and for personal equipment.

• Contractor Responsibilities: Solely responsible for tax liabilities; no benefits (medical, retirement, worker's compensation) are provided. Must provide a qualified substitute if unable to meet obligations. Personal information must be kept confidential. Must maintain a neat, well-groomed appearance. Must maintain a log of work performed and submit monthly invoices. Must comply with Privacy Act and Freedom of Information Act.
