Performance Work Statement (PWS)

To provide music support for the Catholic and Protestant worship services at Tyndall Air Force Base, supporting the spiritual readiness and worship needs of military members, families, and authorized civilians.

• Provide all labor, management, supervision, and expertise for music services for the Tyndall AFB Catholic & Protestant Community.

• Services include musical accompaniment, rehearsal support, coordination of volunteers, and preparation of music for worship services and special liturgical events.

• Work in coordination with the Chaplain or designated representative.

• Minimum of two years of experience leading music in a congregational worship setting.

• Proficiency in piano playing and sight-reading music for traditional and contemporary worship.

• For Catholic position: documentation of active, practicing Catholic faith and familiarity with the Mass.

• For Protestant position: experience with a wide range of Protestant denominational music styles.

• Ability to sing and vocally lead congregations.

• Ability to plan, organize, and lead a Protestant style praise team.

• Ability to develop positive relationships with volunteers, parishioners, and staff.

• Fluency in English (reading, writing, speaking).

• Provide resume with references and complete a local audition.

• For Protestant position: mature Christian with a personal relationship with God according to Protestant doctrine.

• For Catholic position: mature Christian with a personal relationship with God according to Catholic doctrine.

• A total of 3 available music directors (1 Main, 2 Backups) are required.

• Provide musical directorship for a minimum of 1 rehearsal and 1 worship service per week.

• Collaborate weekly with the Senior Protestant Chaplain to select appropriate songs.

• Distribute selected songs to the Worship Team at least 24 hours prior to rehearsal.

• Lead praise team/choir and congregation in worship.

• Assist Chaplain in developing Music Director Programs (annual calendar, budgets, volunteer training).

• Do not engage in unauthorized duplication of copyrighted materials.

• Arrive at least 30 minutes prior to worship services and 15 minutes prior to rehearsals.

• Submit purchase/repair requests as needed.

• Accountable for opening, restoring, cleaning, and securing facilities used for music events.

• Provide arranged, improved, and scored music as appropriate.

• Attend meetings related to the music program.

• Base normal duty hours are Monday-Friday, 0730-1630, excluding recognized U.S. Federal holidays.

• Catholic Masses/Services: Estimated 124 units annually (52 regular services, 52 regular rehearsals, 10 special services, 10 special rehearsals), each typically 1 hour.

• Protestant Services: Estimated 124 units annually (52 regular services, 52 regular rehearsals, 10 special services, 10 special rehearsals), each typically 1 hour.

• Rehearsals are typically 1 to 1.5 hours.

• Provide replacement accompanist for absences to ensure 100% coverage.

• May be required to attend Chaplain Corps conferences or training (travel funded by APF if approved).

• Government-furnished property includes chapel facility access, government-owned instruments, and sound equipment.

• Contractor responsible for care and maintenance of government equipment, and for repair/replacement of damaged equipment due to negligence or misuse.

• Report at scheduled times and locations for all Services and Special Observances: Not to exceed 2 discrepancies per month.

• Play/perform and provide music direction for all Services and Special Observances: Not to exceed 2 discrepancies per month.

• Local Files Check required for personnel working on Tyndall AFB property.

• Obtain DBIDS Contractor Identification Card and AF Form 75 Visitor/Vehicle Pass as required.

• Retrieve identification media from departing employees.

• Contractor shall not invoice for rehearsals/services not completed/attended or cancelled due to military commitments or acts of God.

• May invoice for initiated rehearsals/services cancelled due to unanticipated military commitments or acts of God.

Solicitation / RFP / RFQ

This solicitation seeks proposals for music activities for the Tyndall Air Force Base Community. The services required include providing a Music Director to offer labor and management support for playing, training, scheduling, and processing music for worship services within the Protestant and Catholic communities, in collaboration with the Tyndall AFB chaplain.

• This acquisition is 100% set aside for Small Business.
