Submission & Evaluation
Offers must be submitted in two volumes: Volume 1 (Price) and Volume 2 (Technical). Volume 2, the Technical Approach, is limited to 7 pages and must detail specific tools, equipment, personnel, and facilities. Award will be made to the offeror providing the best value to the Government, considering both Price and Technical capability. The Technical Approach will be rated as Acceptable or Unacceptable. A Wage Determination (No. 2015-4559, Revision No. 31) is applicable, outlining minimum wage rates and fringe benefits for labor costs.
