This document is a Sources Sought notice, not a solicitation, intended for market research purposes only. The U.S. Air Force at Malmstrom AFB, MT, is seeking information to determine if responsible sources exist for Catholic Religious Education (RE) Coordinator Services. The goal is to assess if the effort can be competitive and potentially set aside for small businesses. The government is interested in all small business categories, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small businesses.

The requirement is for one (1) Catholic Religious Education Coordinator to provide services, implement, manage, and evaluate Catholic Religious Education programs for children, youth, and adults at Malmstrom AFB Chapel. Services will be provided in accordance with a draft Performance Work Statement (PWS), which is subject to revision.

Interested parties are requested to submit a summary outline of their qualifications. References to vendor web pages will not be accepted. A Contractor Capability Survey is included for companies to provide business information and their status regarding various small business categories.

The government is interested in determining the best acquisition strategy, including potential set-asides for small businesses. All small business categories are encouraged to respond.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the roles and responsibilities for a Catholic Religious Education (RE) Coordinator at Malmstrom Air Force Base, MT. The objective is to perform services, implement, manage, and ensure the objective evaluation of the Catholic RE programs for children, youth, and adults.

• Prepare and administer a multi-faceted religious education program.

• Manage Catholic RE programs, including curriculum development, volunteer recruitment and training, and event coordination.

• Oversee and supervise all Catholic RE activities and events.

• Prepare an annual RE Program plan, including an events calendar, budget, and curriculum order.

• Recruit, train, and manage volunteer teachers and substitutes.

• Develop and manage attendance monitoring plans and reports.

• Coordinate special activities, including Vacation Bible School and annual Christmas programs.

• Promote and provide logistical support for small group ministries.

• Assist the Catholic chaplain in recruiting, training, and scheduling volunteers for various chapel and base community services.

• Attend monthly Chapel Staff Meetings.

• Submit monthly invoices itemizing days, hours, and work performed.

• Maintain a current roster of Catholic RE volunteers.

• Develop and maintain a Catholic RE continuity binder.

• Assure timely, accurate, and high-quality publicity for RE and Chapel Community events.

• All advertisements and publicity mediums must be run through the Catholic Chaplain or designee prior to distribution.

• The PWS is for the year 2026.

• Contractor must possess basic computer skills (Microsoft Office Suite).

• Must be able to function in a pluralistic setting.

• Must be able to travel up/down stairs, lift up to 25 lbs.

• Applicant must qualify for and complete certification by the Archdiocese of Military Services (AMS), including certification as an Extraordinary Minister of Holy Communion and Viaticum.

• Must adhere to established Malmstrom AFB security and safety policies and procedures.

• A unit of work is one hour, with an average of 20 hours per week, not to exceed funded hours.

• Contractor is responsible for 100% coverage of scheduled RE programs/events; qualified substitutes must be provided if unable to perform.

• Must submit to and pass a Criminal History Background Check.

• Government will provide office space, desk, chair, computer, filing cabinets, phone, expendable office supplies, and utilities.

• Government will provide law enforcement, fire protection, security, and emergency medical treatment (at contractor's expense).

• Contractor must comply with Air Force computer and information security requirements to obtain a Common Access Card (CAC) and abide by Force Protection Condition (FPCON) measures.
