Performance Work Statement (PWS)

To outline the responsibilities and duties for a Catholic Religious Education Coordinator at the Whiteman AFB Chapel (509 BW/HC).

• Coordinate all Catholic chapel ministry religious education programs and monitor Bible studies.

• Recruit, train, and manage RE teachers and volunteers.

• Develop and implement annual Catholic RE curriculum and schedules, including programs for children and adults.

• Oversee sacramental programs (First Reconciliation, First Holy Communion, Confirmation), RCIA, and seasonal/liturgical programs.

• Manage RE registration, publicity, and reporting.

• Ensure compliance with Archdiocese of Military Services (AMS) guidelines and Catholic Church child protection policies.

• Coordinate facility usage and security for RE programs.

• Develop and submit an annual RE program plan with goals and objectives.

• Request necessary materials and supplies 30 days in advance.

• Submit publicity materials for approval three weeks in advance.

• Report weekly to the Catholic Chaplain on RE issues.

• Ensure facilities are ready 30 minutes prior to program commencement.

• Pro-rate invoice if 20 hours per week are not fulfilled or no RE is provided.

• 1 Base Year (12 months) with 4 Option Years.

• Whiteman AFB Chapel.

• Must be an active, practicing Roman Catholic in good standing.

• Preferred advanced certificate in Catechesis or Religious Studies; must obtain a Basic Catechist Certificate from Catholic Archdiocese for the Military Services (AMS).

• Must not have a history of domestic violence, assault, or crimes against children.

• Contractor personnel working with children under 18 must complete federally mandated criminal history background checks (NACI, IRC, FBI fingerprint check) and wear conspicuous identification.

• Volunteers working with youth must also receive background checks.

• Must comply with OPSEC requirements and attend required training.

• In case of absence, a substitute with approved background checks must be arranged and approved by the Wing Chaplain or Superintendent.

• Contractor is accountable for the security and cleanliness of all utilized facilities.
