Statement of Work (SOW) / Performance Work Statement (PWS)

To provide coordination and support for the Catholic Community at Geilenkirchen NATO AB, facilitating Christian growth through directed religious education opportunities.

• Coordinate and execute Catholic religious education (RE) programs and events, including RCIA, Vacation Bible School, Advent/Christmas programs, sacramental preparation, retreats, conferences, and marriage seminars.

• Recruit, train, and nurture volunteer Christian Educators.

• Publicize RE activities to internal and external audiences.

• Reserve rooms and coordinate resources for RE programs.

• Select, update, and maintain data related to RE areas of responsibility.

• Provide remote religious education and sacramental preparation using services like Zoom or Teams, coordinating curriculum delivery to remote locations and synchronizing sacramental rites with the Catholic chaplain.

• Plan, coordinate, and execute all Catholic RE programs (RCIA, sacraments, VBS, seasonal programs) in accordance with the PWS and Catholic chaplain guidance 95% of the time.

• Submit required reports, calendars, attendance, records, and documentation accurately and on time 95% of the time.

• Ensure RE programs and events are properly publicized and communicated through bulletins, social media, and other means 95% of the time.

• Recruit, train, and support volunteers to effectively execute RE programs with no disruption to services 90% of the time.

• Ensure all facilities, supplies, and materials are properly coordinated and available for RE programs 95% of the time.

• Comply with all AFIs, chapel policies, and Archdiocese guidance 100% of the time.

• Meet minimum 80 hours per month, attend required meetings, and maintain office hours 95% of the time.

• Provide professional, timely, and effective support to the Catholic community, maintaining positive feedback 90% of the time.

• Period of Performance: September 1, 2026 - August 30, 2031 (with four option years).

• Location: Primary facilities in Building 3 and Building 4 on Geilenkirchen NATO Air Base. Other DoD/NATO facilities may be used with proper coordination.

• Must be an active, practicing, confirmed Roman Catholic in good standing with the Church, with no history of domestic violence, assault, or crimes against children.

• Must possess a bachelor's degree or a minimum of one year of experience as a Religious Education Coordinator/Director in Catholic Chapels or Churches.

• Must be fluent in oral and written English, with strong administrative skills (Microsoft Office Suite proficiency required).

• Must have at least one year remaining on station.

• Must provide own transportation.

• Must undergo a background investigation, including a National Agency Check and potentially foreign government checks.

• This is a Non-Personal Services Contract.

• Contractor is responsible for all tax liabilities and no benefits are provided.
