Quick Summary
The 39th Contracting Squadron intends to award a sole-source purchase order to Action Target Inc. for the refurbishment of the Combat Arms Training and Maintenance (CATM) Range at Incirlik Air Force Base, Türkiye. This action is for the proprietary TCT 4 Boom Trap system, for which Action Target is the sole authorized vendor with the necessary technical knowledge and OEM parts. Interested parties may submit capability statements by April 27, 2026, 2:00 PM Z.
Purpose & Justification
The U.S. Air Force requires the maintenance, repair, and refurbishment of the existing TCT 4 Boom Trap systems to restore the rifle range to operational safety and functionality. This acquisition is being pursued on a sole-source basis with Action Target Inc. because their TCT 4 Boom Trap system is proprietary. Action Target is the only vendor possessing the requisite technical knowledge, access to government-approved OEM parts, and authorization to perform maintenance on the equipment they originally installed. The use of non-OEM parts or unauthorized contractors would void critical system safety certifications.
Scope of Work
The scope includes:
- Dismantling and removing designated unserviceable components (20 rear shells, 40 trap mouths).
- Cleaning lead buildup from the work area.
- Installing government-approved Original Equipment Manufacturer (OEM) replacement parts, including New Rear Shells (Updated Revision 1), New Top and Bottom High-Power Mouths, New Plate Connection Stiffeners, and 46 top and bottom center smooth plates.
- Providing on-site dumpsters and final disposal of all removed range parts, components, and associated waste.
- Ensuring the rifle range bullet trap system is fully functional, safe, and restored to its original operational condition upon completion.
