Notice of Intent to Award a Sole-Source Contract

This notice indicates the U.S. Air Force's intent to award a sole-source contract to Action Target Inc. for the refurbishment of Combat Arms Training and Maintenance (CATM) Range Total Containment Trap (TCT) 4 Boom Trap systems. The requirement falls under NAICS code 811310.

• Supply and install government-approved Original Equipment Manufacturer (OEM) parts, including 20 new rear shells, 40 high-power mouths, and 46 center smooth plates.

• Dismantle and remove unserviceable components, including lead waste cleanup and disposal.

• Professional installation of new materials to restore TCT 4 Boom Trap systems to full functionality.

• Ensure strict adherence to all applicable U.S. and Turkish environmental and safety regulations.

• The acquisition is sole-source because the TCT 4 Boom Trap system is proprietary to Action Target.

• Action Target is the only vendor with the necessary technical knowledge and access to OEM parts.

• Action Target is the sole authorized entity to perform maintenance on equipment they originally installed.

• Using non-OEM parts or unauthorized contractors would void critical system safety certifications.

• This notice is not a request for competitive quotes or a solicitation.

Statement of Work (SOW)

To provide services for the maintenance, repair, and refurbishment of the existing TCT 4 Boom Trap systems at the Incirlik Air Force Base rifle range. The primary goal is to restore the functionality and safety of existing range equipment through the replacement of worn, life-cycled components.

• Dismantle and remove designated unserviceable components from the bullet trap system (20 rear shells and 40 trap mouths).

• Clean lead buildup from the work area in front of the shells.

• Install government-approved, Original Equipment Manufacturer (OEM) replacement parts, including New Rear Shells (Updated Revision 1), New Top and Bottom High-Power Mouths, New Plate Connection Stiffeners, and 46 top and bottom center smooth plates.

• Provide on-site dumpsters and final disposal of all removed range parts, components, and associated waste.

• All services to be performed at the designated rifle range at Incirlik Air Force Base.

• Upon completion, the rifle range bullet trap system will be fully functional, safe, and restored to its original operational condition.

• This work is classified as a service, focusing on equipment repair and maintenance, not construction or alteration.

• Compliance with Air Force Corporate Facilities Standards (AFCFS), International Plumbing Code (IPC), Uniform Mechanical Code (UMC), National Fire Protection Association (NFPA), National Electric Code (NEC), International Building Code (IBC), Architectural Barriers Act (ABA), Turkish Standard Institute (TSI) Regulations, 2002 Construction Circular from the Turkey Ministry of Foreign Affairs, and MACC specifications.

• Compliance with EM 385-1-1 Safety and Health Requirements Manual, OSHA Regulations, Turkish Occupational Safety Health Law (ISGK 6331), and AFMAN 91-203 Air Force Occupational Safety, Fire and Health Standards.

• Contractor is responsible for design omissions, safety requirements, lead remediation, and disposal of waste.

• Contractor is responsible for payment of all duties, taxes, and fees associated with the shipment of parts and materials.

• Provide personnel and vehicle spreadsheet within 3 business days of NTP issuance.

• Submit gate pass, approval coordination's, TGS/IML, material approvals, construction activities, and final inspections within 10 days of NTP issuance.

• Provide completed waste transportation and acceptance certificates for C&D debris exceeding 2 tons.
