Justification for Brand Name Products

This document justifies the National Park Service's (NPS) requirement to purchase and install termite bait stations, specifically the Sentricon system with Recruit HD bait, at Carlsbad Caverns National Park (CAVE). It seeks approval to limit competition to this specific brand name product, as authorized by the Federal Acquisition Regulations (FAR).

The contractor will be responsible for furnishing all labor, materials, equipment, and supervision necessary to install, monitor, and maintain the Recruit® HD (Sentricon) termite bait system at CAVE.

The Sentricon system with Recruit HD bait is required due to the unique environmental protection needs of the sensitive cave and karst environment at Carlsbad Caverns National Park. Its contained, low-impact method minimizes pesticide movement through soil or groundwater, reducing contamination risk to the cavern system. The noviflumuron bait targets termite colony elimination without invasive methods, protecting historic structures and meeting NPS environmental requirements.

Market research included a sources sought notice on GSA eBuy, which yielded one interested vendor. Additional research of the SBA Dynamic Small Business Search identified potentially capable small business vendors. The Contracting Officer determined there is a reasonable expectation of receiving multiple quotations from responsible small businesses through a total small business set-aside solicitation on SAM.gov.

Alternative termite treatment systems do not offer the same contained application or reduced risk of pesticide migration. Failure to use the specified system could lead to environmental damage, increased remediation costs, damage to cultural resources, and continued structural damage to facilities.

The NPS will continue market research for future requirements to identify if other products can meet environmental and operational needs, potentially allowing for future procurements without brand-name restrictions.

Statement of Work (SOW)

To install, monitor, and maintain a termite bait system at Carlsbad Caverns National Park to protect historic buildings and maintained landscapes.

• Installation of 170 in-ground Recruit® HD termite bait/monitoring stations around the perimeters of 17 specified buildings in the Historic District and Rattlesnake Springs.

• Treatment of active termite infestations in 3 identified buildings using targeted colony elimination.

• Monitoring inspections at 6 and 12 months post-installation, with bait replenishment as needed.

• Provision of GPS mapping for all station locations.

• Work must adhere to manufacturer instructions for Recruit® HD.

• Stations must be flush with the ground and tamper-proof.

• Inspections must be conducted by licensed pest control professionals.

• All work must be performed externally to avoid impacting historic structures.

• Detailed written reports, including photographs, activity logs, and bait usage, are required after each inspection.

• Period of Performance: One year from the Notice to Proceed (NTP).
