Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for providing engineering, technical, and logistics services to support the U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) in the maintenance and sustainability of Silvus Brand equipment. The Federal Aviation Administration Logistics Center (FAALC) is authorized to award and administer this contract on behalf of CBP.

• Procurement of Spare Equipment: The contractor will provide Silvus Brand equipment listed in Attachment 1a via Delivery Orders (DOs).

• Repair/Upgrade Services: The contractor will perform repairs and upgrades on Silvus Brand equipment listed in Attachment 1a via Task Orders (TOs).

• Engineering Studies and Analysis: The contractor will assess and provide solutions for identified issues related to the specified equipment, potentially requiring travel to field sites.

• Repair Specifications: Repaired assets must meet current manufacturer's new equipment test specifications, returning equipment to a "like new" condition.

• Lead Times: Repairs must adhere to lead times specified in Section 4.3 (Level 1: 15 days, Level 2: 30 days, Level 3: 45 days), with prior CO approval for deviations.

• Reporting: Monthly status teleconferences and weekly Failure Reporting Analysis and Corrective Action Summary (FRACAS) reports are required. Failure Analysis Reports (FAR) and Evaluation Reports are also mandated.

• Warranty: Newly purchased items are warranted for one year; repaired items are warranted for 90 days.

• The contract includes a base year and four (4) option year periods.

• The FAA is responsible for shipping assets to the contractor's facility for repair. The contractor is responsible for shipping repaired or purchased assets back to the FAA.

• Single Point of Contact (POC): The contractor must provide a designated POC.

• Obsolete Parts: The contractor must identify and propose form, fit, and function compatible replacements for obsolete or unrepairable parts, requiring CO approval.

• Over & Above Services: May be provided through mutual agreement with the CO.

• Packaging and Marking: Must follow guidelines in AJW-LWI-CF0077 Provision 61. BER items must be clearly marked.

Market Survey

This document is a market survey to identify potential sources for Silvus branded equipment, specifically for spares and repairs. The Federal Aviation Administration (FAA) Logistics Center requires this equipment to support the Customs and Border Protection (CBP) Air and Marine Operations (AMO) Terrestrial Upgrade Project. This is for informational purposes only and is not a solicitation or request for proposals.

• Requirement: Specific Silvus PRISM solution equipment for spares and repairs.
• Purpose of Survey: To determine product availability, vendor capabilities, and obtain Rough Orders of Magnitude (ROM) cost estimates.
• No Proposals: This is not a Screening Information Request (SIR) or request for proposal. No unsolicited proposals will be accepted, and the FAA will not pay for information or costs incurred in responding.
• Competition: The nature of the competition (full and open, or set-aside for small businesses, SDVOSBs, or 8(a) firms) has not yet been determined.

Interested vendors must submit the following:

1. Capability Statement: Detail history of providing the specific equipment, relevant past contracts (quantities, dollar amounts, past performance), previous government contracts with the required equipment, and years in business.
2. Confirmation of Ability: Clearly state if all required supplies can be provided.
3. Programmatic Approach: Outline strategy for providing material (in-house, teaming, subcontracting) within OEM specifications.
4. Rough Order of Magnitude (ROM): Budgetary estimate for the items described in the draft requirements document.
