Scope of Work
The contractor will provide Caregivers and Supervisors to ensure the safety and well-being of detained minor children across eight (8) U.S. Border Patrol (USBP) Sectors: Del Rio, Laredo, Rio Grande Valley, San Diego, El Centro, Yuma, Tucson, and El Paso. Services are required 24 hours per day, 7 days per week, as ordered, and must include mixed-gender staffing (at least one male and one female employee). The contract will be firm-fixed-unit-price.

Key Requirements & Deliverables
- Personnel: All personnel, including Caregivers and Supervisors, must undergo and pass a CBP Level Background Investigation (BI). Key Personnel costs and mandatory Government training hours must be incorporated into the fully burdened hourly rates.
- Staffing: A comprehensive Staffing Plan is required, detailing recruiting, pre-screening, BI oversight, and shift schedules. Mixed-gender staffing is mandatory, including for locations with only one estimated Caregiver position (supervisor can fulfill gender requirement).
- Training: Mandatory training includes CBP National Standards on Transport, Escort, Detention, and Search (TEDS), Flores Settlement Compliance, Prison Rape Elimination Act (PREA), and Trauma-Informed Recognition of Medical Distress.
- Deliverables: Staffing Plan, CBP Background Investigation documentation, Data Metrics Report, Transition Management Plan, and Flores Settlement Compliance Orientation Record.

The email subject line must be "Response to RFP 70B03C26R00000053: CBP Caregivers Services". Volume I (Technical and Management Approach) is limited to fifteen (15) single-sided pages. Email submissions must be under 35MB; multiple emails are permitted if necessary. The Government reserves the right to award without negotiations.
