Scope of Work
The contractor will provide Caregivers and Supervisors across eight (8) U.S. Border Patrol (USBP) Sectors: Del Rio, Laredo, Rio Grande Valley, San Diego, El Centro, Yuma, Tucson, and El Paso. Services include general care, supervision, orientation, hygiene assistance, laundry, supply issuance, and monitoring for minor children. Positions require 24/7 availability when ordered, with "juvenile priority facilities" needing a 24/7 Supervisor. A mixed-gender staff (at least one male and one female employee) is required, with clarification that for single-position locations, this includes the supervisor.

Key Requirements & Deliverables
All personnel must undergo a CBP Level Background Investigation (CBP BI). Required training includes CBP National Standards on Transport, Escort, Detention, and Search (TEDS), Flores Settlement Compliance, Prison Rape Elimination Act (PREA), and Trauma-Informed Recognition of Medical Distress. Deliverables include a Staffing Plan, BI documentation, Data Metrics Report, Transition Management Plan, and Flores Settlement Compliance Orientation Record. Training costs and Key Personnel costs must be incorporated into the fully burdened hourly rates.
Proposal Submission Instructions
Proposals must be submitted via email to benjamin.j.dorgan@cbp.dhs.gov. The subject line must read: "Response to RFP 70B03C26R00000053: CBP Caregivers Services". Pricing must be valid for at least 150 calendar days. Submissions require:
- A completed SF-1449 (Attachment 1), including UEI and POC, acknowledging all amendments.
- Volume I – Technical and Management Approach: Typed summary (max 15 single-sided pages), no pricing.
- Volume II – Past Performance: Relevant past performance for projects similar in size/scope (past 5 years). Offerors request up to three references to complete and submit Attachment 4 (Past Performance Questionnaire) directly to the Contract Specialist. Subcontractor past performance will be evaluated equally.
- Volume III – Price: Completed Attachment 3 (Proposal Pricing Schedule) with aggregate, fully burdened hourly rates for Caregiver and Supervisor positions. Email submissions must be less than 35MB; multiple emails are permitted for larger files.
Evaluation Criteria
Proposals that do not respond to all solicitation requirements may be rejected. The Government reserves the right to award without negotiations. Evaluation factors and full award criteria are detailed in RFO 52.212-2 (Addendum) within Solicitation Attachment 1.
