Key Requirements & Deliverables

  • Personnel: All personnel, including Caregivers and Supervisors, must undergo and pass a CBP Level Background Investigation (BI). Key Personnel costs and mandatory Government training hours must be incorporated into the fully burdened hourly rates.
  • Staffing: A comprehensive Staffing Plan is required, detailing recruiting, pre-screening, BI oversight, and shift schedules. Mixed-gender staffing is mandatory, including for locations with only one estimated Caregiver position (supervisor can fulfill gender requirement).
  • Training: Mandatory training includes CBP National Standards on Transport, Escort, Detention, and Search (TEDS), Flores Settlement Compliance, Prison Rape Elimination Act (PREA), and Trauma-Informed Recognition of Medical Distress.
