Submission & Evaluation
The procurement utilizes a two-phase design-build selection procedure:
- Phase 1 (Part A): Evaluates Capability to Perform – Bonding Requirement (Factor 1).
- Due Date: January 19, 2026, 5:00 PM ET.
- Requirements: Individual Task Order bonding requirement is $500 million, with an aggregate of $2 billion. Corporate Surety letters must be from a Treasury Department Circular 570 listed surety. Resubmission is required for previous submitters.
- Phase 1 (Part B): Evaluates Technical Competence (Factor 2), Prior Experience (Factor 3), and Small Business Subcontracting Plan (Factor 4).
- Due Date: January 30, 2026, 1:00 PM ET.
- Prior Experience: Requires at least two federal design-build or site projects under NAICS 236220 within the last 15 years, with a construction value of $25M or more per contract. Only new vertical construction projects are considered; renovation projects are excluded. Design-bid-build projects are accepted if at least two design-build projects are included. Submissions are primarily from the prime contractor, with a maximum of one from subs or teaming partners.

- Price Proposal: A firm-fixed-price bid is required for the "minimum order" (anticipated $100,000-$200,000). Technical proposals for Factor 6 are limited to one page per deliverable.
- Bid Guarantee: Not required for Phase II submission; required at the Task Order level.
