Scope of Work
CBP intends to acquire contractor services for maintenance, repair, and improvement of TI assets. This includes roads and bridges (including boat ramps), fences and gates (including concertina/razor wire), vegetation control, debris removal (e.g., Carrizo Cane), border lighting and electrical systems, drainage and grate systems, tunnel remediation, and TI attributes such as shelters and generators. The contractor will be responsible for furnishing all necessary services, personnel, material, equipment, and facilities.

Evaluation (Anticipated for future RFP)
Award will follow a best-value trade-off approach. Evaluation factors are expected to include: Experience (Phase 1, presentation-based), Management Approach (Factor 2, 17-page limit), Technical Capabilities (Factor 3, 25-page limit), and Price (Factor 4). Factors 2 and 3 will be more important than Factor 1, and Factors 1-3 combined will be significantly more important than Price.
Additional Notes
Attendance at all site visit locations is mandatory; vendors not attending will not be considered for award. The site visit is crucial for taking inventory, measurements, and gathering pertinent information for quotation development. RSVPs must be submitted via email to the Contracting Office POCs (muhanad.d.sasa@cbp.dhs.gov and donna.r.mcmullen@cbp.dhs.gov) with the subject line "Site Visit Attendees for Notice ID 20154993- Tactical Infrastructure (TI) Maintenance". A maximum of 3 attendees per contractor is allowed. No reimbursement for travel or associated costs will be provided. The government may update/change dates due to potential government shutdown.
