Quick Summary

The Federal Aviation Administration (FAA) is conducting a Market Survey to identify qualified sources for Troll-branded radio equipment for spares and repairs. This requirement supports the U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) Terrestrial Upgrade Project. The market survey aims to determine product availability, industry capabilities, and the potential for setting aside the future acquisition for small businesses. Responses are due by April 6, 2026, at 4:00 p.m. Central Time (Oklahoma Time).

Purpose & Scope

This market survey seeks statements of interest, capabilities, and rough orders of magnitude (ROM) from businesses capable of providing specific Troll-branded radio equipment. The requirement, managed by the FAA Logistics Center, is anticipated to be a contract with a base year plus four option years, covering:

  • Procurement of Spare Equipment: As detailed in "Attachment 1a" of the draft Statement of Work (SOW).
  • Repair/Upgrade Services: For equipment listed in "Attachment 1a," including evaluation, repair to current manufacturer specifications, engineering studies to resolve issues (requiring travel to field sites within five days), and managing long-lead repair inventory.

Performance Standards: Repair Turn-Around Times (TATs) are set at 15, 30, or 45 calendar days depending on the repair level. Reporting requirements include monthly status teleconferences, weekly Failure Reporting Analysis and Corrective Action Summary (FRACAS) reports, and Failure Analysis Reports. A one-year warranty is required for newly purchased items, and 90 days for repaired items.

Special Requirements: Contractors must notify the FAA if repair costs exceed 75% of the acquisition price (Beyond Economical Repair - BER) or if no defect is found (No Fault Found - NFF). Proposals for form, fit, function compatible replacements for obsolete parts are required, subject to Contracting Officer approval.
